Years ago when the coal economy and non-ferrous metals economy was expanded greatly, Chenzhou city’s urban and rural areas’ environment made people raise eyebrows for a long time.

People’s complaint on the dirty, mass and poor environment condition urged the decision makers of Chenzhou city to relocate Chenzhou city’s scientific development direction: the city should create more comfortable and livable living condition for the people while it is trying to pursue better material progresses.
In 2009, “three-establishment” project- establishment of national civilized city, and national sanitary city was launched in Chenzhou city, which indicated the battle began.

Guided by the “three-establishment” project-, the upgrading project of greening by removing walls and demolishing houses was carried out simultaneously. It was purposely to reach the targets to improve the greening landscapes significantly and meet the national standard of urban public land service radius of 500meters.

The ideological degree determined the intensity of work. 13 special governance actions for establishment of national sanitary city were implemented in Chenzhou city with forceful measures, which solve the long-standing problems affected the city image.

With the efforts of all Chenzhou people, 118 parks and gardens were established in Chenzhou urban area and all are free to the public. At the meantime, a 200meters wide protection forest belt around Chenzhou city was connected with landscapes, parks and gardens, which formed an open and green space for the city. The greening standards of “seeing green scenery on opening the window, entering park on stepping out the door” and seeing garden within 500meters service radius were basically met by Chenhzou city.

January 14, 2014 was a memorable date for all Chenzhou people that Chenzhou city was officially named as “national garden city” with the notice issued by the State Ministry of Housing and Urban-rural Construction. Chenzhou city was the exclusive one from Hunan province which was enrolled into the list.

At that time, Chenzhou urban area was with the features of south Hunan’s “mountain, water, forest, city”and also preliminarily formed the characteristics of “mountain in the city, city in the garden, people in the green”.

However, successful establishment of “national garden city” was not the terminal. On September 28, 2014, as declared on a conference held in Chenzhou city that the fifth “greening project” activity for urban area was officially launched in Chenzhou city. It also required that Chenzhou city should accelerate the speed to establish a livable city with the key feature of green ecology and should try best to establish “national ecological garden city”.

Chenzhou city’s urban area was greatly changed every day. Guided by the concept of overall development of urban and rural areas and common prosperity of urban and rural areas, Chenzhou city’s rural area is becoming better and better as well.

In order to promote the overall development of urban and rural areas, Chenzhou city carried out an action on governance of rural environment and sanitary condition. Solutions on the action were released accordingly. “Monthly scheduling, supervision and declaration” were implemented to promote all the work.

The governance of rural environment was actively responded by all the counties and districts of Chenzhou city.

Yongxing county handled out the comprehensive governance for 125 administrative villages. Each village should place not less than 1 million yuan on the work. The towns and districts should place not less than 10million on the work.

Rucheng county placed the governance of rural environment as “top well-being project”. All 309 administrative villages of Rucheng county were divided into three categories as key village, basic village and guiding village to carry out relative work accordingly. 10million yuan capitals were dispatched by the county finance as awards for the evaluation of governance work carried out by towns, villages and communities every quarter.

Besides those, “lighting-up Chenzhou” project was carried out by Chenzhou city, which was a piece of work that Chenzhou city can be proud of.

During the period from August 2011 when the project was fully launched to May 2012 when on-site conference for the project was held, 430million yuan investment has been placed by Chenzhou city. 74,000 street lamps were installed on Chenzhou city, which helped to solve the lighting issue of public places of all the towns and villages of Chenzhou city.

The decision makers placed the attention on the rural housing issue after the improvement of rural environment and lighting condition. Last October, Chenzhou city launched the regulated rural housing management work.

The planning formulation work for all 2941 administrative villages of Chenzhou city was fully launched. 260 demonstrations of rural well-off new village covered with more than 20 families were constructed in Chenzhou city.
