It was required on 9th session of deepening reform leadership group of Chenzhou Municipal Party Committee

It was reported that the 9th session of deepening reform leadership group of Chenzhou Municipal Party Committee was held in Chenzhou city recently. It was required that more attention should be placed on the operation and key points of reform based on Chenzhou practical condition and more achievements should be gained accordingly. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee hosted the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City was present at the conference.

The report concerned for the promotion of deepening reform in Chenzhou city and third party evaluation report of the administration approval system which was formed by Chenzhou Municipal CPPCC were studied on the conference. "Implementation solution on the promotion of structural reform in the supply front" and "Implementation reform on deepening reform of supply and marketing cooperatives" were approved on the conference principally.

It was learned that 137 tasks of 49 aspects and 7 categories were confirmed by the leader group of deepening reform, including 28 central and Hunan provincial reform pilots and 11 self-reform pliots. 48 tasks are planned to be finished in this year, while the rest 89 ones to be finished in next year. Till now, except the reform of ecological resources space registration which was hindered by some policies, all other 136 items have been launched. 69 institutional outcomes were gained and series self-reform items were handled out by 11 counties and districts of Chenzhou city. All the reforms were being promoted fluently in Chenzhou city.

After listening to the reports, Yi Pengfei stated that all reforms should be promoted forcefully. Firstly, the reform items should be materialized. It does not matter how many items, but the items meet the development demands or not really matters, especially the grassroots' demands. Secondly, the reform solutions should be materialized to ensure all solutions are with specified design and feasible measures. Thirdly, the promotion of reforms should be materialized that real measures and leadership should be carried out for the reforms.

Yi also stated that the reform should be promoted comprehensively, but not equal to being handled out with average efforts. More attention should be placed on structural reform in supply front by figuring out the answers of "what to do" and "how to do"; reform of market services should be handled out well by exploring better systematic reform; reform of agriculture and rural should be promoted well by improving rural land registration work; reforms of tourism and culture industries should be improved by accelerating the development of popular tourism and smart tourism, then promote the transformation and upgrading of tourism and culture industry accordingly; reforms of education, medical, and social security should be promoted, as well as reforms of ecological civilization, judicial system, Party's construction, discipline and inspection, and etc.; and special attention can be placed on one key point in one county and district, which can help to establish different characteristic concentrated area of reform.

Yi Pengfei emphasized that the responsibility system for reform should be well implemented with specified targets, tasks, measures, assignments, and etc. Supervision and evaluation work should be enhanced by carrying out some innovative methods. Furthermore, rewards and punishments should be well placed. The achievements of reforms should take more percentage on the annual comprehensive evaluation of the leaders and cadres.
