It was learned from Chenzhou Health and Family Planning Commission that according to the requirements as “overall promotion of comprehensive reform of secondary and above level public hospitals in pilots” which were proposed by Health Reform Office of the State Council, 11 public hospitals of Chenzhou urban areas would carry out the comprehensive reform.

On this May 10, “Notice for the confirmation of 4th pilots of public hospital reform and relative work” was released by National Health and Family Planning Commission, the State Ministry of Finance, and Health Reform Leader Group of the State Council jointly. Chenzhou city was enrolled into the 4th batch list.

5 subordinate public hospitals (Chenzhou First People’s Hospital, Chenzhou Psychiatric Hospital, Chenzhou 2nd People’s Hospital, Chenzhou Chinese Medicine Hospital, and Chenzhou Maternal and Child Care Service Center) and 4 public hospitals of Beihu and Suxian district (Chenzhou 3rd People’s Hospital. Beihu District Maternal and Child Care Service Center, Chenzhou 4th People’s Hospital, and Suxian District Maternal and Child Care Service Center) were covered into the health reform list, all of which should try best to handle the reform work. In the meantime, Chenzhou city took active actions to communicate with some universities (enterprises) and covered Subsidiary Hospital of Xiangnan University and Hunan Nuclear Industry 204 Hospital into the reform list on the basis of principle of voluntariness. So, 11 public hospitals of Chenzhou urban areas joined in the reform.

It was introduced that it was purposely to strengthen the leadership, supporting, management, and supervision responsibility of government in the basic health system, protect public welfare of public health system, and improve the fairness of medical service. 31 reform tasks of 7 categories as follow are the core contents of this reform: establishment of new operation mechanism of public hospital, multiple-run medical mechanism, effective operation mechanism of grading diagnosis and treatment, unified operation mechanism of medical insurance, regulated running mechanism of drug supply, comprehensive supporting mechanism of relative fields, and healthcare investment mechanism with government-led.
