On December 21, the GBA (Guangdong-Hong Kong-Macao Greater Bay Area) Research Institute and the 21st Century Economic Research Institute released the business environment report of 296 cities in China. Chenzhou City ranked first in the national business environment and ranked 81st. In terms of the business environment ranking of the whole province, Changsha City ranked first in the province and Chenzhou ranked second in the province.

Through the combination of online monitoring data, enterprise satisfaction survey and on-the-spot investigation, the report adopts six dimensions to measure, including soft environment, infrastructure, social services, total market volume, business cost and ecological environment.

In September this year, the State Council approved the establishment of China (Hunan) Pilot Free Trade Zone, and Chenzhou became one of the three major areas. Prior to that, our city has successively won the national demonstration area for undertaking industrial transfer in southern Hunan, the demonstration zone for undertaking industrial transfer in southern Hunan and Western Hunan, the innovation demonstration zone for national sustainable development agenda, and the comprehensive experimental zone for cross-border e-commerce. The completion of rapid customs clearance platforms such as railway port, rail sea intermodal transport and international express center, become one of the most comprehensive and functional cities in Hunan and even the central and western regions.

In terms of optimizing the soft environment, the city has successively formulated and issued policies and measures, such as "20 items" for industrial park development, "22 items" for supporting the development of industrial real economy, "24 items" for enterprises to introduce high-tech talents, plan for gathering talents, 24 items for private economy, and "Implementation opinions on further strengthening investment promotion and investment introduction", etc., so as to accelerate the formation of a new pattern of comprehensive opening up. At the same time, the whole city vigorously promoted the reform of "release, management and service", and the mechanisms of "one-time settlement", "city wide general office", "cross provincial general office" and "land delivery and certificate delivery" have made the approval process simpler and simpler, and the service level is higher and higher. Our city has also been rated as one of the top 10 cities of China's enterprise business environment (prefecture level city cases) in 2018 due to the obvious effect of "one-time completion" reform.

In addition to the outstanding "hard power" and "soft environment", good ecological environment is also a "gold brand". In 2019, the forest coverage rate of Chenzhou is 67.9 percent, ranking 15th in China; the number of days with excellent air quality in urban area is 343, ranking 49th in China.

Among the 296 cities surveyed, Shenzhen, Shanghai, Beijing, Guangzhou, Chongqing, Chengdu, Hangzhou, Nanjing, Changsha and Wuhan rank among the top 10 business environments in China.
