Relying on Dongjiang Lake cold water resources, Dongjiang Lake Big Data Industrial Park has been established in our city, which has attracted more than 40 units (enterprises) to settle in. However, these problems, such as restricted by funds, talents and other factors, the existing projects mainly focusing on data storage business, lack of data analysis and processing capacity, weak value-added and profitability, and weak driving ability to the related software and hardware industry chain, make the big data industry in our city hover at a lower level. In view of this situation, Zhang Wenlai, a member of the Municipal Committee of the Chinese People's Political Consultative Conference and a staff member of the municipal government office, submitted the proposal of "suggestions on fully understanding the law of big data value and clarifying the development path of big data industry in our city".

"To overcome the bottleneck factors restricting the development of big data industry in our city, we can fully tap the value of government departments' existing big data, and strive to use big data itself as the starting capital of big data industry in our city." Zhang Wenlai suggested that our city should strengthen the innovation of system and mechanism, start with data aggregation, take data capitalization as a breakthrough, attract capital aggregation with big data transaction, and then drive technology aggregation and talent aggregation, build a big data full ecological service system, and build the big data industry into a typical example of our city's construction of national sustainable development agenda innovation demonstration zone.

Zhang wenlai believed that our city should vigorously promote the data aggregation work of Dongjiang Lake Big Data Industrial Park, gather the city's government data with the government cloud platform, build Dongjiang Lake Big Data Industrial Park into a depression for data aggregation, build a "enterprise cloud" comprehensive service platform with the surplus storage and computing capacity of the government cloud platform, and attract enterprises, scientific research institutions, educational institutions, public organizations, etc. to enter Dongjiang Big Data Industrial Park through price advantages, such as data storage, disaster recovery, cloud services, data research and application. In this process, we should actively strive to move the provincial E-government cloud platform into Dongjiang Lake Big Data Industrial Park.

After data aggregation and after desensitization, declassification, cleaning and other processing of data, it can become a big data asset with commercial value, and then carry out valuation and listed transactions. Trading through the big data trading center can drive the accumulation of capital, technology and talents, and promote the continuous innovation of big data industry technology and format in our city.
