Chenzhou takes measures to stimulate consumption

Consumption is one of the important driving forces behind economic growth. In 2024, Chenzhou took multiple measures to promote consumption. Traditional consumption such as catering and cultural tourism were thriving.

 

The total retail sales of social consumer goods increased by 6.3% year on year thanks to the “trade-in” activity, higher than the national and provincial average levels. The annual consumption expansion and quality improvement project has achieved significant results, with the addition of more than 200 commercial enterprises above the quota.

Chenzhou has made efforts to develop cultural tourism consumption and exhibition economy. Such large-scale events as the Chenzhou Marathon, Feitian Mountain Music Festival, and the preseason of the National Men’s Basketball League were held, attracting 76.53 million tourists throughout the year.
 
At the same time, more than 80 exhibitions such as the China (Hunan) International Mineral and Gem Expo and the Home Expo were launched, with over 1.1 million visitors and sales of 3.23 billion yuan. Chenzhou has won the title of National Excellent Exhibition City.
 
Meanwhile, Chenzhou has implemented the old for new policy for consumer goods. It won 361 million yuan from the central government’s ultra-long-term special treasury bond to support the old for new and provincial-level supporting funds for consumer goods in 2024.

More than 1,100 enterprises participated in the event and 176,000 people claimed subsidies, with direct sales of more than 2.38 billion yuan. The policy has driven the retail growth of new energy vehicles, smart home appliances, furniture and other commodities. 
 
 
In 2024, Chenzhou worked to promote “two new” policy focusing on large-scale equipment renewal and trade-in of consumer goods. It has been awarded the incentive for the implementation of the “two new” policy to stimulate demand.
 
In 2025, Chenzhou will take a series of measures to boost consumption, expand new types of consumption, and optimize the consumption environment, in a bid to promote consumption as an important driving force for expanding domestic demand and promoting high-quality economic development.
 
Promoting large-scale equipment renewal and trade-in of consumer goods is a powerful way to stimulate investment, boost consumption, promote energy conservation and carbon reduction.

This year, Chenzhou will continue to promote the trade-in policy of consumer goods, with the scope and intensity of subsidies to be expanded. It will continue to carry out the trade-in activity for automobiles, home appliances, home decoration kitchens and bathrooms, electric bicycles, and expand the scope to 3C electronic products and others, continuously increasing the proportion of green products and releasing consumption potential.
 
Besides, Chenzhou will develop the debut economy and digital consumption, enhance catering consumption, and make efforts in consumer platforms, formats, brands, and other aspects to drive consumption. It will also carry out multi-domain, multi-level, and diversified consumption promotion activities based on seasonal characteristics and traditional festivals to enhance the vitality of the consumer market.
 
At present, Chenzhou is seeing booming culture and tourism. It will also launch the China (Hunan) International Mineral and Gem Expo, Chenzhou Marathon, Chenzhou Lindan Cup Badminton Open, and concerts to promote the integrated development of business, tourism, and culture.
 
At the same time, it will continue to tap into the potential of basic consumption such as catering and accommodation, domestic services, and elderly care, and stimulate the vitality of improved consumption in cultural and entertainment, sports, tourism, education and training, and residential services.
 
During this year’s Spring Festival holiday, 33 sample enterprises in Chenzhou achieved a total of 165 million yuan in commodity sales, a year-on-year increase of 7.5%, demonstrating a thriving consumer market, and laying a good foundation for the prosperity of the consumer market in the new year. 
 
“In 2025, we will strive to achieve a 6.5% increase in the total retail sales of social consumer goods,” said Huang Qin, director of the Commerce Bureau of Chenzhou City.
