It was learned that 2015 China Mining Recycling Economy & Green Mine Construction Experience Exchange Conference was held in Chenzhou city on November 26, 2015. Peng Qiming- Chief Engineer of the State Ministry of Land and Resources, Ju Jianhua- Deputy Director of Planning Department and Inspector of the State Ministry of Land and Resources, Yin Xuelang- Deputy Minister of Hunan Provincial Ministry of Land and Resources, and Zhang Aiguo- Member of Chenzhou Municipal Party Committee and Deputy Mayor of Chenzhou City attended the conference.

China Mining Recycling Economy & Green Mine Construction Experience Exchange Conference is a significant conference for the promotion of green development, recycling development, and low-carbon development. Promoting green mining and building green mines have been upgraded to be national strategic tasks in last years. Local governments took active actions to improve and support the green mine pilots work. Followed the unified allocation, the governments guided the mining industries to follow economical, green, and high efficient continuous development way by the optimization and adjustment of mines layout, efficient utilization of resource, treatment of mines environment, and etc., which enabled the green mine construction became an inevitable choice for the mine industry and mine enterprises’ further development. 

As a resource-based city and big mining industry city, Chenzhou city carefully implemented the policies and allocation figured out by the State Ministry of Land and Resources and promotion measures placed by China Mining Industry Association in recent years. It carried out the strategy of green development, explored some new ways of green development, and gained some new development and achievements by driving green development with two drives as “green city battle” and “green mine construction”. Nine green ecological demonstration projects were carried out by the city to promote the green recovery of mines, finishing 697 mines recovery work and 16,000mu afforestation. Green mine construction was also well promoted in the city that 8 national green mine pilots construction work was being improved fluently, some other mine enterprises’ green mine construction work was being handled out forcefully, and the target of construction of 100 green mines was being fulfilled gradually.

Peng Qiming highly affirmed the achievements reached by China on development of green mine industry, transformation of green mines, adjustment of mines layout, economical and efficient utilization of resources, and recovery of mines environment. He stated that it should follow economical, environment friendly, high efficient and harmonious development to promote the development of green mines. Mine resources should be well saved and utilized economically to meet the “five-saving” requirements listed firstly in “13th five-year plan” as “increasing the standards of saving energy, saving water, saving land, saving material, and saving mines”. The mine environment should be well protected to reach the harmonious co-existence between human and nature. Harmonious development of mines should be kept to form virtuous sharing mechanism along with the exploration of resources and improvement of local people’s living condition.

Zhang Aiguo stated that Chenzhou city would well seize the chance of holding the conference to promote green mines construction based on the five development concepts as “innovation, coordination, green, opening, and sharing”. Concerned for the technologies for construction of green mine pilots, it planned to choose 1-2 areas with concentrated mineral resources and mine enterprises to handle the construction of green mine development demonstrations. It was purposely to promote the green mine development and ecological civilization construction from units to the whole area.

The evaluation result for the selection of 2nd batch of national green mine pilots list was released on the conference. 156 ones of the 183 pilots were past the approval. Hunan Non-ferrous Xintianling Tungsten Co., Ltd., Hunan Baoshan Lead Zinc & Silver Mine, and Hunan Non-ferrous Co., Ltd. Huangshaping Mine Branch were three ones selected from Chenzhou city.

In the afternoon of that day, 6 mine enterprises as Hunan Shizhuyuan Non-ferrous Co., Ltd. Lead & Zinc Mine, Hunan Baoshan Non-ferrous Mine Co.,Ltd. Lead & Zinc Mine, Inner Mongolia Huaneng Yimin Coal Power Co., Ltd. Open Pit Coal Mine, Fujian Jindong Mine Co., Ltd., and Sichuan Jiayang Group Co., Ltd., Yunnan Chihong Zinc & Ge. Co., Ltd. Shared their experience on high-tech disuse-free mining, comprehensive utilization of technical innovation, high efficient reclamation of ecological protection, harmonious development of co-construction between enterprises and local governments, green industry culture of enterprises, energy saving mining with filling, and etc.

It was learned that the representatives of this conference would visit national green mine advanced units- Hunan Shizhuyuan Lead & Zinc Mine and Hunan Baoshan Lead & Zinc Mine on November 27,2015.
