How to carry out the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the CPC? How to meet the demand of Hunan Provincial Party Committee's strategy to build a strong cultural province? On March 15, 2012, after investigating the dissemination working of Chenzhou city, Xiang Lili- Secretory of Chenzhou Municipal Party Committee- clearly expressed that Chenzhou should speed up cultural restructuring and guarantee its advanced pace of strong cultural city by implementing "Double-ten" culture projects.

New idea: learn the experience of running newspapers from Guangdong Province

In the second session of Chenzhou Municipal Party Committee and Standing Member Committee Conference, it was stated that Chenzhou Daily should be run as the newspaper with following characteristics: the most special and unique paper in Hunan Province; wider influence and better readable paper in Hunan-Guangdong-Jiangxi Province areas and three cities of south Hunan Province; and well-accepted and popular for citizens.

New target: accomplish the cultural restructuring before the end of April

Xiang Lili pointed out that Chenzhou city should strive to accomplish the cultural restructuring before the end of April. We should enrich people's spiritual and cultural lives and satisfy people's demands of different culture products by this cultural restructuring.

 New actions: implementing "Double-Ten" culture projects

Hunan Provincial Party Committee stated to build a strong cultural province in the nation. What should Chenzhou do? Xiang Lili said, Chenzhou has to propel the strong cultural city construction with the specified projects as implementing "Double-ten" project like "ten-symbolized-cultural projects" and "ten-excellent -cultural tourism projects".
