On June 2, 2015, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Guidong and Rucheng county. Qu required that it should well seize the chance of 2015 China (Hunan) Red Tourism and Culture Festival to upgrade red tourism and promote the improvement of poverty alleviation.

On the investigation trip, Qu Hai and principals of some subordinate departments check the preparation work of the red tourism festival and some other work on “1555”plan, industrial development, poverty alleviation, and etc. Qu and his investigation team handled scheduling work for some projects and solved some problems faced by some enterprises on site. They also visited some poverty stricken people.

On the investigation, Qu Hai stated that 2015 is the last year of “twelfth five-year plan” and the key year for laying foundation for the “thirteen five-year plan”. Political sensitivity should be enhanced on the poverty alleviation work to identify and place the strength on poverty alleviation exactly. Poverty alleviation plan should be well figured out and all poverty alleviation work should be treated as one of the key contents of “thirteen five-year plan” to be handled out with great efforts. The basic security work should be well handled, especially on the work of new rural cooperative medical system, new rural insurance, minimum assurance, and public service to ensure all poverty stricken people to be provided with basic medical care, education and housing. Education should be promoted as the principal task to promote the improvement of basic education and professional education. Rural water, electricity, road and some other basic facilities should be further perfected. Rural regular housing, comprehensive environment treatment and other work should be accelerated as well.

Qu Hai emphasized industrial poverty alleviation should be highlighted. It should follow national industrial policies to give priority for the development of ecological industries and green industries and accelerate the development of leisure and fitness, special agriculture, cultural tourism and other industries. More efforts should be placed on investment attraction and promotion of projects. It should try to encourage some enterprises to settle down there and start some projects every quarter. The efforts on listing education for the excellent enterprises should be enhanced to increase more listing enterprises there. The infrastructure construction work on transportation and industrial parks should be upgraded as well to attract more investors with better condition.

2015 China (Hunan) Red Tourism & Culture Festival will be held in Guidong county in this July. Concerned for the preparation work, Qu Hai emphasized that understanding should be further deepened to shape the resultant force. All relative departments should focus on the target of handling the festival successfully to work for the preparation. The work should be handled out with overall plan and coordination on organization, reception, security, projects construction, and etc. to ensure all work to be finished on time. The overall plan should be further perfected with more Chenzhou features to show Chenzhou city’s tourism resources comprehensively. More efforts should be tried to obtain more capitals to accelerate the projects construction. Propaganda work should be further promoted to create sound environment for the festival. Service work should be well handled by upgrading the reception capacity of hotels and relative employments, and by regulating the tourism market. Some special actions on the treatment of transportation and security should be carried out to ensure the safety of the festival. The subordinate departments of Chenzhou city should place more supports on the festival to ensure it to be handled out successfully.
