It was learned from Chenzhou Transportation Bureau that Chenzhou city ranked the 1st place on 2015 assessment of Hunan province transportation development. Chenzhou city got the 1st place for three consecutive years and 1st prize for four consecutive years. It also delivered the typical report on the conference.

In 2015, Chenzhou Municipal Party Committee and Chenzhou Government launched the transportation upgrading and paid balance attention on construction and maintenance to upgrade the transportation service and well-being condition. 9.522billion yuan investment was placed on the upgrading of road net, ranking the top place of Hunan province. “12th 5-year plan” was fulfilled as well. The feasible research of Chachang (Sannan), Guixin, Huangchang, and Linlian expressway were finished. Chenzhoubei exit of Jinggang’ao was started for construction. 169.4kms arterial highways were newly built. Concerned for the new arterial highway projects adjusted in the medium-term of “12th five-year plan”, 32kms of 2 ones were finished ahead of schedule, 11 ones were started, 239kms rural highways were completed, and 19 ferries were reconstructed. The regional transportation hub of Chenzhou city was basically formed and the targets of 30-minute drive to expressways in all counties and district, secondary road connection between adjacent counties, and road construction in all villages and towns and administrational villages were fulfilled. 134kms maintenance project, 1055kms security protection project, 42 dangerous bridges reconstruction project, 5998kms greening and maintenance project, and 163.4kms lighting up project were finished in 2015 as well.

Accurate combination and comprehensive upgrading of management were handled out in Chenzhou city. It promoted “internet+ transportation”, tried more efforts on the construction of four systems as overload monitoring, dynamic monitoring of “two passenger vehicles and one dangerous vehicle”, water safety monitoring, and public bus smart security system, established 3 platforms as smart monitoring of transportation construction quality safety, municipal and county level road nets and public transportation information service, and built AIS base and onboard mobile video in Leishui and Chenzhou waters. Marketing maintenance mode was carried out in Jiahe and some other pilots, which helped to build over 6000kms rural civilization sampling roads. The list of 391 rights and responsibilities were figured out and 41 items of 13 categories administrative items were governed on the basis of directory. “Five battles” for safe transportation were carried out by Chenzhou city and established Dongjiang Lake safe water transportation demonstration. The qualified rate of its transportation construction projects was 100% and excellent rate was over 85%.

It also promoted the overall development of urban and rural areas and paid more attention on upgrading of well-being condition and service. The integration of urban-rural passenger transportation was accelerated in Chenzhou that 2 first grade, 5 second grade, 3 third grade, and 55 rural bus stations, and 1025 rural bus stops were built and more than 90 rural public bus lines were reconstructed there. It kept the concept of public bus first that 775 clean energy and new energy public buses were facilitated to the system and 101, 201, 601 and some other inter-city public bus lines were placed to operation, which shared 24.6% transportation of the city. The integration of transportation and modern logistic was accelerated as well that 4 grade level freight stations, 11 express supermarkets, and 132 villages and towns express stations were set up, which helped to guarantee its post and express businesses to be ranked in the top place of Hunan province.
