In recent years, Beihu District kept placing more investments on improving the well-being condition, especially on the construction of affordable houses and reconstruction of shanty towns. Some innovative methods were applied by the district, such as introducing 5th Construction Company of China Nuclear Industry into the construction of affordable houses. From 2008, over 1590 affordable houses were built by the district, 1479 of which have been designed for relative families and 111 ones were on the assignment schedule.

In order to make sure people can be benefited from the well-being projects. Beihu District selected the construction lands scientifically and tried best to build the houses on some areas with more convenient traffic condition and more favorable supporting facilities. In the meantime, it placed great attention on the planning and quality control, which greatly helped to ensure the quality and safety of projects.

Concerned for the assignment of the houses, Beihu District followed relative procedures strictly to review the details of all applications. The qualified applicants were distributed with the houses by lottery. The process of lottery was monitored by Chenzhou Discipline Commission, representatives of Chenzhou People’s Congress, members of Chenzhou CPPCC, some media, and representatives of the applicants, and the results were notarized by Chenzhou Notary Office.
