It was reported that Liao Yuegui- Member of Chenzhou Municipal Party Committee Standing Committee, Minister of Chenzhou Municipal Organization Department, Director of Chenzhou Municipal United Front Work Department, and Director of Chenzhou Municipal SCOPSR led team to visit some primary and middle schools in Chenzhou urban area. It was purposely to investigate the administration condition for the teachers and staffs of the schools in Chenzhou urban area and take a special research on the scientific allocation of teacher resources. 

Most of the schools listed current extrude problems as lacking of teacher resources, lacking of staffing, unreasonable teacher structure, etc. to Liao during his investigation. According to the data, the class vacancies available in Chenzhou urban primary and middle schools are 88140, 101469 students are at school and all teachers are 5267. But according to the development plan, over 0.65 million people would register in Chenzhou urban area in 2015 and 0.126 million students need to go to school. On this point, more class vacancies and teachers should be allocated accordingly.

Liao emphasized that dynamic management for the approval of teachers staffing should be implemented to ensure their staffing issues to be confirmed gradually; all details should be followed on the basis of relative staffing policies to adjust teachers structure; more efforts should be placed on the staffing of kindergarten teachers to figure out new staffing comments for the kindergarten teachers; evaluation and employment system should be united together to provide better platforms for the excellent teachers; and reasonable adjustment of the employment work for public institutions should be handled out to ensure all the schools to be facilitated with enough teachers and staffs.
