On October 29, the 2020 rural school children's palace project construction promotion meeting and project construction achievements performance were held in Guiyang County. Xiao Lingzhi, Deputy Director of the Publicity Department of the Provincial Party Committee and Director of the Provincial Civilization Office, attended and delivered a speech. Ouyang Feng, member of the Standing Committee of the CPC Municipal Committee and Secretary General of the CPC Municipal Committee, presided over the event. The participants visited the exhibition of characteristic project achievements of Guiyang Renyi Middle School and Guiyang No.1 Middle School, and exchanged their working experience.

According to statistics, during the "13th Five-year Plan" period, 427 rural school children's palace projects were supported by the central special lottery public welfare fund, with a special fund of nearly 200 million yuan, realizing 100 percent coverage of rural school children's palace project in poor counties and 100 percent coverage of "dream project" activities. Up to now, 168 children's palaces in rural schools have been built in Chenzhou City, realizing the full coverage of children's palaces in rural schools in towns.

Speech by Xiao Lingzhi

Xiao Lingzhi stressed that building and making good use of children's palace in rural schools will help to realize educational equity and promote the all-round development of rural minors' morality, intelligence, physique, beauty and labor. All departments should always adhere to the principles of public welfare, voluntariness, fundamentality and popularization, carry out all kinds of activities and make good use of special funds. We should follow the physical and mental characteristics of minors and the law of their growth, carefully design activities, organically combine ideological and moral education with comprehensive practical activities, and promote people's moral education, wisdom with music, and ability with technology. Under the leadership of the local Party committee and the government, through the concerted efforts of all departments, the children's palace in rural schools should be built into a good project for the construction of spiritual civilization, a good place for children, a good carrier for quality education, a good platform for students to communicate, a good place for teachers and students to communicate, and a good place for parents to relax.
