In July 2019, our province released the list of the first ten characteristic agricultural towns, and the "Chilli Town" - Quanshui Town, Rucheng County was on the list. Quanshui Town has also been selected into the list of national strong agricultural towns in 2019.

Rucheng County has encouraged and supported small vegetable gardens to develop into large bases. Chili is a traditional crop in Quanshui Town, but in the past, the planting scale was small and scattered, with low land use rate and output benefit.

In recent years, Quanshui town has strengthened cooperation with Fanhua Food Co., Ltd. and Xinli Food Co., Ltd. and adopted the mode of "enterprise + cooperative + farmer + base" to make the chili industry bigger and stronger. An industrial office was set up in the town to arrange technicians to guide the whole process from chili seedling raising, planting, management, picking and sales.

The county has also issued incentive support measures to give RMB 200-800 per mu to the demonstration bases with more than 200 mu of chili planted in a concentrated way; and to invest in the repair of roads, drainage and irrigation channels in the core areas of chili industry development.

At present, there are 6 demonstration bases for chili planting in Quanshui Town, covering an area of more than 5500 mu. The former small vegetable garden developed into a large base, and chili planting became a good way for local villagers to increase their income and become rich. This year, the town's chili output value is expected to exceed 60 million yuan, driving more than 8000 people to increase income.

Quanshui Town is well connected with the market and well processed. At present, the purchase price of fresh chili of Fanhua Food Co., Ltd. and Xinli Food Co., Ltd. is more than 9 yuan per kilogram. "Chaotian chili and linear chili produced in Quanshui Town have high content of red pigment, capsaicin and fatty acid, with bright color and strong fragrance." Zhu Shuqing, General Manager of Fanhua Food Co., Ltd., said that they use them as raw materials for deep processing to produce "Xiangru" brand chili products, which sell well in 26 provinces across the country.

According to reports, at present, the number of "Xiangru" series chili products developed by the Fanhua Food Co., Ltd. is more than 30, with an annual processing capacity of 80,000 tons of fresh chili.

In order to ensure the quality of products, Xinli Food Co., Ltd. cooperated with Qianshan vegetable professional cooperative, Zhuoyue pepper cooperative, etc. to establish a planting demonstration base in Quanshui Town, and led the villagers to become rich.

Xinli Food Co., Ltd. has invested in the introduction of two intelligent microwave drying production lines of dried pepper to realize the original ecological and pollution-free drying of Chaotian chili.

Quanshui Town is famous for its hot chili. On September 12 of this year, at the launching ceremony of Hunan Harvest Shopping Festival and Taobao live "village broadcasting" plan, the main director of Rucheng County government gave a live endorsement for chilis, and fans rose abruptly.

On the same day, more than 100 anchors introduced and sold hot chili products in Quanshui Town live, with 68.8 million people participating in discussions on topics. Tmall Corporation awarded Rucheng the most popular authentic place of origin.
