Chenzhou city will focus on the following six aspects to accelerate its internationalization process: opening-up cooperation, industrial development, city function, public management, cultural construction, and ecological construction.

Concerning the international opening-up cooperation, Chenzhou city should pay its balanced attention to both the following two working: first, it should positively undertook the international industrial transfer to introduce more multinational corporations especially the well-known corporations to settle down their district headquarters, research & development departments, and marketing centers in Chenzhou; second, it should support the“stepping out” of Chenzhou local advanced firms in order to obtain more international resources, technologies and brands.

With respect to the internationalization of industrial development, Chenzhou will carry out the “ten- billion enterprise, hundred- billion cluster” project and new strategic industry cultivation project with the support of Minerals, Sinochem, China Building Material Group, Shenhua, China Resources and other state-owned enterprises and top 500 firms. People should try their best to establish Chenzhou to be a R&D and production base of non-ferrous fined processing, new material and information products with international influence and competitiveness.

As for the internationalization of city function, Chenzhou city should make the city planning program with the international visual, should construct the city with international standard, should manage the city with international rule, and should plan the city with better international image.

Regarding to the internationalization of public management, Chenzhou city should follow the internationalization trend to enforce the construction on public service infrastructures, public service capacities, and public service standards to upgrade its public service efficiency and quality.

As regards to the internationalization of cultural construction, Chenzhou city should discover more international elements for both Huxiang culture and Lingnan culture, should positively declare and create world intangible cultural heritage, should attend more international cultural communications with the new name card of Hunan Kunqu opera culture.

To be livable is the important feature for one internationalization city. With good internationalization ecological condition, Chenzhou will establish “the forest city & leisure city” to attract more tourists worldwide to visit Chenzhou, appeal more talents to start their businesses and settle down in Chenzhou, and upgrade ecological undertaking capacity of internationalization production elements.
