From August 22 to 23, 2012, Zhang Wenxiong- member of Hunan Provincial Party Committee and Director of Working Committee of Changsha-Zhuzhou-Xiangtan Test Site highly praised Chenzhou “two-oriented society” construction on Chenzhou-Zixing-Guiyang demonstration belt. Secretary of Chenzhou Municipal Party Committee- Xiang Lili hosted the working report meeting; Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City- Qu Hai gave a report at the meeting.
Great changes happening in Chenzhou city.
Zhang Wenxiong , the former secretary of Hengyang municipal party committee has been to Chenzhou for many times. But during this new trip, along with Chenzhou-Zixing-Guiyang “two oriented society” demonstration belt, Zhang discovered many great changes happening in Chenzhou city.
---- Guiyang tobacco was stepping into a modern tobacco agricultural path from earlier traditional farming and coal masters set up their new industries like establishing Hongrun Oil Company, which is a new ecological green industry.
---- Nanling ecological city in Xiaobu, Beihu district is becoming a green name card for Chenzhou city; Xihe wetland park and beach park have transformed the heavy metal pollution areas into ecological parks. Zixing Huaxin Non-ferrous company well meeting the national industrial policy, environment protection and sanitary production standards is operating well on manufacturing and marketing.
---- Some of the advanced and high technology products like intelligent cleaner which will be put into production by Shenzhen Grand-pro Technology Co., Ltd., and the latest electronics manufactured by Gospell Digital Technology Co., Ltd. attracted visitors’ eyeballs.
Zhang exclaimed that there were mineral smelting companies in Chenzhou in the earlier days, but now most are advanced and high technology industries. Chenzhou is experiencing radical changes.
Chenzhou becoming more famous with fine reputation.
“ Negative news used to fall into Chenzhou city and government, but now more positive news and comments belong to Chenzhou. Thanks to the great efforts by all previous governments and new municipal part committee and government, Chenzhou is on the process of upgrading and transformation to be with better investment conditions.” Zhang said positively.
Zhang Wenxiong was much impressed with the high speed development of Chenzhou-Zixing-Guiyang “two oriented society” demonstration belt. He said: “It was just a concept showed on the report of this demonstration belt. But now when facing it directly, I’m deeply surprised for its high speed development. Chenzhou is really experiencing great changes with larger scales and massive constructions on the development of all areas. That’s why Chenzhou ranks the top place on economy indexes among Hunan cities under the current hard condition. Furthermore, Chenzhou’s development can greatly contribute to the economy of Hunan province.”
Placing undertaking industrial transfer at an important place
During the first half year, Chenzhou achieved great results on the undertaking industrial transfer, for example, 1.90 million square meters of workshop construction finished, 83 transferred firms introduced, and the proportion of processing trade rate to foreign trade rate ranking first in Hunan province.
Zhang Wenxiong said: “Chenzhou has the most advantageous condition on undertaking industrial transfer and it still has great potential on improving it. So the arrangements and requirements of Hunan provincial party committee and Hunan government should be followed to keep placing industrial transfer working at an important place.”
Zhang also pointed out that Chenzhou government should highlight the industrial transfer working, propel the development transformation and pay high attention to the working style rectification. The abundant resources, resources conservation and friendly environment are the key advantages and name cards for Chenzhou city. To carry out the construction of “two-oriented society”, Chenzhou should carry out the scientific development, structure adjustment, development chance, and the well-being improvement. And “two-oriented society” construction should be indicated on the good planning such as urban & rural construction planning, ecological environment planning, and industry development planning.
Zhang added: “As the ‘south gate’of Hunan province, Chenzhou should be open-wide, open-minded and open-up to innovate more methods on development. Chenzhou should change the working style to take investment attraction as the most important task with more attractive ways, especially focusing on Guangdong province, Hong Kong, Macau, Malaysia, Singapore and Thailand. Meanwhile, Cenzhou should make great efforts on opening-up, capital and service platform construction to fulfill the task of stable increase, society and change of next session of government.”
