First, it should be kept ranking the top on development speed and level in Hunan province to become the new economy growth pole of Hunan province;

Second, it should be kept ranking the top on the construction of “two-oriented society” in Hunan province to build Chenzhou-Zixing-Guiyang “two-oriented society” demonstration area as Hunan provincial model of “two-oriented society”;

Third, it should be kept ranking the top on opening-up and undertaking transfer in Hunan province. It should take the lead on construction of south Hunan undertaking industrial transfer demonstration area, and become one of the cities with top openness and internationalization.

Fourth, it should be kept ranking the top on living condition in Hunan province to build Chenzhou to be one of the cities with best ecological environment. All the livable infrastructures are fulfilled, and forest coverage rate of urban city, green land rate, greening rate and per capita public greening area are ranking in top place.
