According to the requirements of the "Notice", by the end of 2020, 128 townships and 1855 villages that meet the requirements of team building will complete the construction and upgrading of full-time and voluntary fire brigades in the whole city. The construction standards of full-time fire brigade and volunteer fire brigade at three levels are detailed, and the basic personnel and equipment requirements of three-level full-time fire brigade and village volunteer fire brigade are specified. In terms of management system, the township full-time fire brigade can be constructed as a whole with the local township comprehensive emergency rescue team; in terms of recruitment and training, the new staff of township emergency office should be trained with the fire rescue team of the jurisdiction before taking up the post; in terms of duty preparation, each township should carry out the situation of key areas and units according to the requirements of "one village, one case" and "one enterprise one case", make plans and carry out drills.

According to the "Notice", local fire rescue teams should carry out work in combination with police disposal, normalized video supervision, on-site pull test, regular business assessment, etc., to determine the performance of full-time fire brigade in villages and towns, give quarterly notification, and include it in the annual safety production and fire protection work examination.
