When Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee arrived at the construction site of the modern agriculture demonstration park of Puman town, Jiahe county, workers were busy with the construction work. Liu required that it should focus on the target of being national and Hunan provincial first grade one to promote the construction of demonstration zone of urban-rural integration, advanced zone of modern agriculture and integrated zone of rural reform.

It was introduced that the planning area for Puman modern agriculture demonstration zone was 50 square kms, including 2 square kms core area. It aimed to upgrade the efficiency of agriculture, increase farmers’ income and promote the villages’ development, and fought for the realization of standardization of countryside, normalization of housing, demutualization of lands, agricultural mechanization, ecologicalization of environment, and integration of urban and rural areas. It also would try best to reach the goals that the total output volume of tobacco leaves and grains to be over 50,000 loads and 40,000tons respectively, total output value of agriculture, forestry, fishing, and breeding industries to be 700million yuan, and the per capital income of farmers to be 15,000yuan.

The most extinguish characteristic for the construction of demonstration park was reform. “Five- reform and five-trial”concerned for the innovation of mechanisms would be carried out in the park. They were deepening reform of land system with trial of integrated transform of land management right, deepening reform of rural housing with trial of integrated settlement of rural residents, deepening reform of business operation mode with trial of rural stockholding operation, deepening reform of rural investment and financing with trial of public trading of rural assets and resources, and deepening reform of rural social governance with trial of intelligent community construction. Currently, ten main projects concerned for the demonstration park’s infrastructure construction and industrial development were put on the agenda.

Liu Hesheng visited some demolition sites of the town to check the progress of the construction work. He pointed out all construction work should be promoted with the principals of being practical, innovative, volunteer, and step-by-step steadily; and should be followed the mode of county-oriented and municipal city-guided to figure out the general plan and mobilize more people to join in promotion of the project.
