Working style was transformed with the breakthrough of rectification of administration management, which helped to reform spirit of cadres and make Chenzhou city full of energetic passion.
During this investigation trip, the most impressive part left in reporters’ minds was the shinny mind and energetic passion of all cadres and Chenzhou people.
When the reporters talked with the citizens, taxi drivers and cadres, all of them were satisfied with the current situation of Chenzhou city and were confident on the further improvement of Chenzhou city. “Day and night, 5+2, sunny and rainy, and good & fast were the ordinary working situation for all of us” said some relative projects principals of Chenyong Avenue project, Shiliuwan park and Chenzhou High-tech Industrial Zone.
Series astonished corruption cases happened in Chenzhou years ago dropped the cadres’ image and relations between cadre and the mass to the freezing point. Many cadres work passively to seize their jobs.
“The spirit must be reshaped if only Chenzhou city needs to form the active working atmosphere.”
Though suffered from the ice disaster, Chenzhou city cadres listed their new targets actively: it aimed to establish Chenzhou city to be the most open city of Hunan province and the central city in inter provincial regions of Hunan province, Guangdong province and Jiangxi province; it also placed over 100billion yuan investment to launch Chenzhou Avenue and series key infrastructure projects and three battles on transportation, city and industry by seizing the chance of expanding domestic demand.
“To join in the economic construction battle with more active spirit” was advocated by Chenzhou Municipal Party Committee and Chenzhou Government.
From 2009, all cadres and people of Chenzhou city tried great efforts to promote the construction work. 221.8billion yuan fixed asset investment was finished in the three years (2009-2011), which was three times of total amount in earlier 10 years. GDP and fiscal revenue were with the increase of one time and two times of 2008.
Though with such great achievements, Chenzhou city’s decision makers were still not satisfied with it.
In 2012, Chenzhou Municipal Party Committee and Chenzhou Government issued a mobilization order again: working for another three years for Chenzhou refulgence with transportation construction, industrial transformation, upgrading of city and working style rectification.
On the process of the construction, some cadres loosed their chord and violated the regulations and disciplines.
On consideration to control it from the tiny issues, a forceful “administration management storm” swept around Chenzhou city.
“Temporal measure for accountability of officers’ working style” was released by Chenzhou city. Mr. Li- Deputy Director of Chenzhou Occupational Skill Testing Authority who searched stock exchange web on working time was removed from his post. Li became the first cadre who was punished in this “administration management storm”. Till now, 3400 officers have been punished in this storm.
“Five behaviors for displacement” astonished the cadres. The five ones were as follow: asking cards, participating gamble, drunk- driving, holding luxury wedding or funeral against the rules and playing cards, stock, games or going to entertainment places on working time.
Some more innovative measures were carried out by Chenzhou city to force the cadres to rectify their working styles. Secret investigations which broadcasted on“TV supervision” made the cadres be extremely ashamed.
Cadres’ working styles were changed greatly by these methods.
Furthermore, these administration management methods were not just a short term show, but it would be formed as long term efficient mechanism.
Along with the working style rectification, the poll of Chenzhou city’s social management and comprehensive treatment was kept the first place in Hunan province, which was its four consecutive years to win this title.
