It was reported a working conference for open economy was held in Chenzhou city recently. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized that freer mind should be placed on further deepening reform and promotion of construction of international, modern and open city. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

Chenzhou city kept opening up with higher standard and level and kept placing its sound role as the “south gate”of Hunan province. Chenzhou city confirmed the target to be more international and placed much more efforts to keep staying in the first phalanx of Hunan province on opening up and ranking top place on opening platforms construction in central and west of China. It was learned that Chenzhou city’s open economy entered a “high speed railway and rapid pace era”. Its actual use of foreign investment kept ranking the second place in Hunan province for 12 consecutive years, and the paid-in domestic investment kept ranking the third place in Hunan province for 10 consecutive years. All those helped to form Chenzhou features and models of its opening up and transformation.

According to the record, the actual use of foreign investment and paid in domestic investment of Chenzhou city hit $1.018 billion and 31.3 billion yuan separately, ranking the second and third place in Hunan province accordingly. Total foreign trade volume hit $3.804 billion with an increase of 36.7%, ranking the second place for both total volume and increase rate in Hunan province. Total processing trade hit $2.9 billion, ranking first place in Hunan province. Total foreign trade volume covered 15% of Chenzhou city’s GDP with an increase of 5.8%.
Xiang stated that more efforts should be placed on grasping new opportunities for Chenzhou city’s reform and opening up. Freer mind should be placed on deepening reform as less government administration on reform of economy, fairer condition on society reform and stricter regulations on reform of the Party’s construction. More attention should be kept on expansion of opening up and investment attractions to solve the problems hindered on the way of further development and form an overall opening up form of Chenzhou city.

Xiang emphasized that construction of international, modern and open city should be accelerated in Chenzhou city. The brand of South Hunan undertaking industrial transfer demonstration zone should be promoted well. Overall development of urban and rural areas should be improved to assist the opening up to be upgraded with higher level and promote the regional cooperation.

Xiang said the core for expansion of opening up was for freer mind, so all departments should keep freeing mind and keep pace with the times. Integrated business environment suitable for internationalization should be formed by further reform on decentralization; unlimited entry condition should be provided fairly to all people; better service should be facilitated to welcome more merchants to settle down in Chenzhou city.

Qu Hai also stated that Chenzhou city’s take-off should be assisted with open ideas. A specified new identification of Chenzhou city in Hunan province should be figured out accordingly. More efforts should be placed on forge Chenzhou city to be an important strategic pivot for Hunan province connection with the Pearl River Delta, Guangdong province, Hong Kong and Macao and a window for Hunan province even central and west China’s communication with Guangdong province and coastal areas. Expansion of opening up should be followed with the spirit of reform, which means that opening up and development of reform can form a positive interaction on the improvement process. Sound working style should be formed to ensure all work to be implemented well. Stricter responsibility system and inspection mechanism should be carried out on following up the signed projects to make sure some breakthroughs to be gained in Chenzhou city on both quantity and quality of open economy.

Principals of Hunan provincial industrial parks and administrative committee of industrial concentration districts of counties and districts of Chenzhou city, principal of Chenzhou Export Processing Zone (Chenzhou High-tech Industrial Park) and principal of Chenzhou Economic Development Zone submitted their2014 objectives liability statement for development of open economy.
