It was reported that Zhang Jianfei- Vice Governor of Hunan Province investigated some counties and districts of Chenzhou city recently for its new urbanization construction work. It was stated by Zhang that the main contradiction for current new urbanization construction was its quality, so more attention should be placed on quality control and some details to reach its scientific development, rather than just focused on rapid speed. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City accompanied Zhang with this investigation.

In recent years, focusing on the improvement of main area as urban central area, key project as “great cross” town cluster and major industries, Chenzhou city achieved great results on the town construction and was in a fastest and best condition of its history. According to the data, 505 square kilometers town areas were finished in Chenzhou city, especially for the urban central area that was expanded to 72 square kilometers from 2008’s 42 square kilometers. The urbanization rate increased accordingly from 36.8% in 2005 to 45.3% in 2012. Currently, the infrastructure facilities were better improved in Chenzhou urban central area, counties, districts and central towns, Chenzhou city’s image and people’s living condition were upgraded gradually, industrial development and scale of towns were expanded continuously, and some major projects as “great cross” town cluster and Chenzigui “two-oriented society” demonstration belt were promoted well in Chenzhou city.

In the coming period, Chenzhou city would focus on people-oriented urbanization, overall integration of urban and rural areas and “great cross” town cluster construction to innovate more mechanisms, upgrade the development level and improve the undertaking and driving capacity of towns to improve the level and quality of urbanization construction. Some targets were set for Chenzhou city as well that urbanization rate should meet Hunan provincial average level, urban central area should be expanded to 80 square kilometers with 0.8 million population till the end of 2015; and urbanization rate should meet national average level and “great cross” town cluster area should be upgraded as the most open and vigorous area in Hunan province and most internationally influential modern town cluster in trans-provincial areas of Hunan province, Jiangxi province and Guangdong province. 

Zhang Jianfei investigated some projects in Jiahe county, Yongxing county, Chenzhou urban area, etc. during his trip. He highly affirmed the great achievements reached by Chenzhou city on the urbanization development. He stated that the key point concerned for the speed of urbanization was market while quality was government. Once the industries of a city improved well, the urbanization would be upgraded rapidly as well. But besides the rapid speed, more attention should be placed on its quality and details, such as saving of land, respect of nature, protection of environment, quality of project, expansion of urbanization, cultural heritage, respect for experts, establishment of deepening urbanization development, etc. All of those were aimed to reach the scientific development of new urbanization.
