The resettlement infrastructure construction of Xiabaishui village, Suxian district, Chenzhou city has been fulfilled till the end of this October. Now villagers are busying in building houses on these lands with the transferred design drawings of houses, water, electricity and test reports. When walking along this east new district, reporters were amazed to see a new city rising here.

Ten years ago, this east new district was used to be a village; however, it turned out to be complete with ten years’ efforts. Chenzhou was removed to build a city in 1995, and Suxian district was an area without any urban cities then. Even till 2010, Suxian district only covered 10 square kilometers, which caused its high population density.

In accordance with Chenzhou municipal party committee and Chenzhou governments’ overall ideas and arrangements, Chenzhou city accelerated the implementation of expanding the southern and eastern city with priority to eastern part. Suxian district launched a“10 billion planning” in 2009 with the purpose of starting its great construction of east new city. In order to carry out this construction, its district administration center was even removed to another place. According to the plan, once finished, the east new city would be a sub central city with 0.2 million people and fully functional facilities and well-developed industries.

Along with the construction of new east district, the city framework of Suxian district is expanding further. The new district covers 2.7 square kilometers with “sever vertical and three horizontal” road network. Meanwhile, 35 key projects with the construction of Chenzhou exhibition center, Suxian district new administration center, communities, hospital, etc. enabled the new district to be a modern and functional city. Besides this infrastructure construction, some more industrial, agricultural, and well-being projects are well carried out in this new district.

Relying on Xiangnan University, Chenzhou Vocational and Technical College, Chenzhou non-ferrous industrial park (Chenzhou export processing zone), the east new city is expanding towards north and south along with Chenzhou-Zixing road. Separated by Xihe, the district is divided into two featured city functional groups: Baishui group, which is mainly for emerging industry, comprehensive service and living functions and Donghe river group, which is mainly for high level of education, sports and living functions. Meanwhile, its supporting facilities are keeping improving; for instance, the road network, electricity cable, drinking water channel, gas pipelines, etc. were paved well.

The “ten billion city construction” plan has been carried out in Chenzhou city in the recent three years. Many city construction projects are to speed up the landmark project construction. Till now, 30 billion yuan investment has been fulfilled on the infrastructure construction like upgrading projects for main roads and back streets, key administration projects, three new district construction projects and so on. Now the central urban area of Chenzhou city is expanded to be 72 square kilometers, which is much bigger than that in 2005. Chenzhou city, with the biggest investment scale, fastest construction speed, and most prominent changes, has been one of the most significant periods in the recent three years.
