13000 Subsidized Houses Handled to Poor
“It is unbelievable that people who is disabled and lives in minimum living conditions can move to a new house in town.” said by the poverty -stricken resident Rao Zongjie, who has just moved to a 50 square meters of subsidized houses in Liujialing low-renting house community of Guiyang county.
Till now, 13368 subsidized houses are available in Guiyang County, among which 4854 are low-renting houses, 1972 economically affordable houses, 1884 public rental houses, and 4658 state-owned industrial mining areas and urban shanty towns. Meanwhile, 4045 families were issued with rental subsidies amounting to 17.23 million yuan.
In order to solve the housing problems for the poor people in town, Guiyang government paid more attention to this problem by launching some projects to promote the reconstruction of shanty towns, public renting housing, economical affordable housing, and rebuilding of dangerous houses. Every project were set with a construction headquarter and coordinated mechanisms were established with housing management, planning, land, construction, environmental protection and other related departments to open the “green channel” for the projects with simpler procedures.
In order to make the best use of subsidized housing, Guiyang county implemented a new mode of “sharing property rights, selling and renting simultaneously”; that is selling some low-renting housing for poor residents with the price below housing cost. However, both state and the private buyer share property rights. Another case is renting low-renting houses to particularly poor residents with an extremely low rent fees. This kind of new mode greatly helped to solve the housing difficulties for the poor.
