Recently, Xiang Lili- Secretary of Chenzhou Municipal Part Committee took an investigation trip to Jiahe and Guiyang County. Xiang emphasized that both the two counties should carefully study and implement the 18th Party Congress of CPC on the basis of practical and current situation.

Jiahe County is Hunan province “Demonstration County of integration of urban & rural areas”. Along with promotion of integration work, the new area is taking the shape while the old city area is greatly improving. The construction of an integration demonstration belt and villages achieved substantial results and some integration projects like the water supply, public bus and video signal network were promoted well. In the earlier 10 months, Jiahe financial revenue hit 660 million yuan, up 30.1%.

Guiyang County vigorously promotes the “six top ten projects” with the focus of construction of industry, traffic and city. Till now, over 20 million yuan has been accumulated on the investment of 280 projects, meanwhile some upgrading and treatment projects with over hundred millions of investment highly helped the further improvement of Guiyang County. In the earlier 10 months, the financial revenue of Guiyang County hit 1.49 billion yuan, up 19.4%.

Xiang emphasized that: “All the great changes occurring in counties were owed to the hard work. To propaganda and implement the spirit of 18th National Congress of CPC, all the counties should be based on their practical and current situation, on solving the most urgent issues and implementation.”

Xiang also pointed out that both the counties should seize the chance of propaganda and implementation of the spirit of 18th National Congress of CPC to create a new stage of scientific development. The report of 18th National Congress of CPC is the concentration of the Party’s wisdom and the nation’s spirit, so both the counties should be guided with this report spirit to carry out current work, should promote all the work and solve practical problems of people by deepening investigation of enterprises, and should try best to fulfill all the targets set at the beginning of the year.

Xiang Lili required that both the counties should follow the spirit of 18th National Congress of CPC to figure out more development ideas and measures with enhanced strategic ideology and international vision. Jiahe County should further promote the integration of urban & rural area to establish a demonstration county of integration sooner. Meanwhile, its development of industrial park should be improving with special and professional characteristics. Ecological construction should be paid more attention to in order to establish a casting city with garden city feature. Furthermore, a county dilatation mechanism needs to be accelerated to promote the new urbanization, innovation of city and society management should be enhanced, Party construction should be strengthened, and well-being projects should be attached more attention to. Guiyang County has to grasp the development of industrial park to report the construction of a national industrial park. Modern tobacco agriculture must be further improving. Ecological construction idea should be emplaced to all the steps of economy and society development. Meanwhile, integration of urban and rural area should be accelerated, modern service and tourism industry should be further developed, and the demonstration belt of “two-oriented society” construction of Chenzhou-Zixing-Guiyang should be upgraded deeply.

Xiang Lili emphasized that all the work had to be overviewed by the spirit of 18th National Congress of CPC. Party construction should be upgraded with better scientific levels. The study-oriented, service-oriented, innovation-oriented administrative team should be forged to increase the ability of administration and upgrade the public trust of government and to establish a clear government. Jiahe and Guiyang County needs to be constructed with the goal of “another three years for new refulgence”.
