Yongxing County improving to be transformation model of Chenzigui-Chenyongyi town cluster

Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City took an investigation on Yongxing social and economic development on December 7, 2012. Qu asked that Yongxing county should fully study and implement the spirit of 18th National Congress of CPC to accelerate the development speed and try to be the model for Chenzigui-Chenyongyi “grand cross” town cluster on transformation development, green development and safe development.

Qu Hai and his team followed a route to visit silver city square, Yongxing section of Chenyong revenue, south new district, affordable housing project, water supply project, Taihe industrial park, etc., and learned all the details of projects.

Yongxing County vigorously promoted the integration and restructure of coal mining and smelting enterprises to accelerate the speed of industry transformation. It was successfully approved to be the demonstration base of national “city minerals”; “industry consolidation and upgrading solution of secondary metal recycling of gold, silver, and rare metals”, and environment assessment of Bolin and Taihe industrial park were successfully passed; the infrastructure construction of new material and new energy industrial park and Bolin industrial park were launched. Furthermore, 123 melting enterprises were integrated to be 30 and 43 coal mines were restructured to be 13 coal groups.

Yongxing new material and new energy resources industrial park is located in the crossing interchange of Jinggang’ao express way and Xiangying crossing with general planning area of 50000 square kilometers and 30 billion yuan investment. 200 enterprises were planning to be settled down in the park, especially the logistic, warehousing, electronics, solid waste dispose, refined processing enterprises of rare metals, etc.. Now, the industrial park is on the process of infrastructure construction. Qu Hai pointed out that the park should be improving on the basis of the industrial and resources advantages of Yongxing county and Chenzhou city. It is expected to be forged to be the modern and characteristic industrial park by grasping the industrial transfer with high standard planning, construction and management, which can help Yongxing County explore new development ways with new appearance.

Now, it is the harvest season of Yongxing candy orange. Qu Hai chatted with some farmers who were selling oranges on the road. It is introduced by the farmers that this year is a harvest year of orange and the orange can be sold at 7 yuan/kg for its good taste. Many wholesalers from Guangdong and Jiangxi province, Changsha city and other places came to Yongxing to buy oranges. Qu Hai said, Yongxing candy orange is a nationwide brand which should be protected and improved well to upgrade the agricultural efficiency and increase the farmers’ income with industrialization, scale, and branding with a modern agricultural development way.

During the investigation, Qu Hai stated that Yongxing county is one of the top ten counties of county economy in Hunan province and an important increase pole of Chenzigui-Chenyongyi “great cross” town cluster. Driven by the reform and innovation, Yongxing city needs to study and implement the spirit of 18th National Congress of CPC to concentrate on its improvement of economy quality and efficiency, to accelerate the city and ecological construction, speed up industrial transformation, become the top 100 counties of China, and firstly have a well-off society established in Chenzhou city. The construction of Yongxing section of Chenyong revenue should be accelerated with high quality, safety guarantee and ecological protection and built as the ecology, tourism and landscape revenue. It should boost the construction of urbanization by the promotion of Chenyong revenue to speed up the urbanization of southern county. Industrial structure should be forcefully adjusted to accelerate the undertaking industrial transfer, upgrade the reform of traditional industry, and improve the strategic emerging industry with the cycling, environmental protection, and continuous development way to reach a sound and fast development of society and economy.
