It was learned from Hunan Provincial Agricultural Comprehensive Development Office on November 25, 2012 that the pilot rice planting project of Zeng Yanfei of Yongxing County was successfully approved in 2013 national agricultural comprehensive development and land management list. There were only 10 similar projects in Hunan province. The project of Yongxig County was an exclusive one in Chenzhou city.

It was reported that the project had gained 1.6 million yuan investment, among which 1.4 million yuan was financial funds allocated by different levels of governments and 0.2 million was collected by the project unit. According to the plan, 1200mu low-yield fields would be transformed, 5.5kms dredging channels dug, and 4.49kms of irrigation channels were hardened, and 1200mu soils were improved. Once finished, the land infrastructure of this project would be greatly assisting the lands with higher yield capacity as it is expected.
