In the Guangdong- Hong Kong-Macao Greater Bay Area (GBA), the Tencent, Huawei, Midea, Gree, Xinjiang and other high-tech Internet and home appliance enterprises, play a leading role in the industry. Previously, entrepreneurs such as Ma Huateng, Chairman of Tencent's Board of Directors, called on the GBA to pay more attention to the development of science and technology, and the "Outline" conveyed the importance of science and technology industry.

In fact, the term "science and technology" appeared 74 times in the "Outline". The outline proposes to build a global highland of scientific and technological innovation and an important source of emerging industries in the GBA, points out to strengthen cooperation in scientific and technological innovation, promote the construction of "Guangzhou-Shenzhen-Hong Kong-Macao" scientific and technological innovation corridor, explore policies and measures conducive to cross-border flow of innovative elements such as talents, capital, information, technology and regional accommodation, and jointly build a big data center and a International innovation platform.

At the same time, the "Outline" strengthens cooperation between Hong Kong, Macao and the mainland, and points out that we should strengthen the construction of innovation infrastructure, open major scientific research infrastructure and large-scale scientific research instruments in Guangdong to Hong Kong and Macao in an orderly manner; support relevant institutions of Guangdong, Hong Kong and Macao to actively participate in national science and technology plans (special projects, funds, etc.); strengthen the implementation of the Guangdong Hong Kong Macao science and technology innovation cooperation development plan and the Guangdong Hong Kong joint innovation funding plan, and support the establishment of the Guangdong Hong Kong Macao industry university research innovation alliance.

Before that, Ma Huateng and others also repeatedly called on the governments of Guangdong, Hong Kong and Macao to establish a normal coordination mechanism to facilitate the flow of high-end talents and cross regional development. The "Outline" also points out that we should study and implement policies and measures to facilitate the entry and exit, work, residence and logistics of Guangdong, Hong Kong and Macao, and encourage exchanges of scientific and technological talents.

In the field of manufacturing industry, the "Outline" points out that we should accelerate the development of advanced manufacturing industry, enhance the core competitiveness of manufacturing industry, speed up the structural adjustment of manufacturing industry, promote the intelligent development of manufacturing industry, and vigorously develop intelligent manufacturing equipment and products with robots and their key parts, high-speed and high-precision processing equipment and intelligent complete equipment as the focus.

In the emerging industry field, the "Outline" points out to promote the development of new generation information technology, biotechnology, high-end equipment manufacturing, new materials and other industries as new pillar industries, such as new display, new generation communication technology, 5G and mobile Internet, protein and other biomedicine, high-end medical diagnosis and treatment equipment, gene detection, modern Chinese medicine, intelligent robot, 3D printing, Beidou satellite application and other key areas to cultivate a number of major industrial projects. Around the key areas and key links of information consumption, new health technology, marine engineering equipment, high-tech service industry and high-performance integrated circuit, a number of major projects of strategic emerging industries are implemented. We will foster and expand new energy, energy conservation and environmental protection, new energy vehicles and other industries, and form an industrial agglomeration belt with the core of energy conservation and environmental protection technology research and development and headquarters base.
