According to the introduction, construction waste is one of the solid wastes in the city, mainly refers to the waste soil, waste soil, waste materials, cement blocks and other wastes generated in the process of construction, laying or demolition, repair of various buildings, structures, pipe networks, etc. by the construction and construction units or individuals. With the rapid development of urbanization, there are many tall buildings and hundreds of millions of tons of construction waste. According to rough statistics, 500 to 600 tons of construction waste will be generated in the construction process of every 10000 square meters of buildings; 7000 to 12000 tons of construction waste will be generated in the old buildings demolished every 10000 square meters. At present, the disposal of construction waste mostly adopts backfilling and burying, occupying a large number of land resources, which also causes serious pollution to the environment.

As early as 2017, in order to solve the problem of water and soil pollution caused by the existing landfill method of Chenzhou construction waste and develop circular economy, the Municipal Economic and Information Commission signed a contract with Shenzhen Hadon Energy Saving Technology Co., Ltd. and Guangdong Tongxing Renewable Resources Technology Co., Ltd., and the construction waste recycling project with a total investment of about 310 million yuan was started.

The "construction waste resource utilization project" covers an area of 200 mu in Chenzhou City, with 2000 square meters of office building, 10000 square meters of construction waste treatment plant and 40000 square meters of production site. The total investment of the project is 310 million yuan, of which the first phase is about 20 million yuan. After the project was put into operation, more than 400 people were employed to solve the problem of resource utilization of urban construction waste.

The resource utilization of construction waste is to reduce the construction waste to recycled sand and stone aggregate through special technology for classification, which is used in road engineering and production of various recycled building materials and road administration products. Due to the light weight and high water absorption of recycled masonry aggregate, it is especially suitable for sponge city construction, and the price is about 15 percent lower than the market price of traditional products.

During the 13th Five-Year Plan period, our city has made more systematic and comprehensive support from the policy level, and contributed to the introduction of corresponding policies and regulations. In order to promote the resource utilization of construction waste in Chenzhou City, the city has set up a technical guidance center for the industry of resource utilization of construction waste in Chenzhou City, providing technical consultation, industry planning, inspection and testing services for the city's construction waste resource utilization. The establishment of the center has effectively guided the reasonable layout of relevant enterprises in our city, further promoted the research and development of construction waste recycling products, and played a significant positive role in promoting the application of new energy-saving and emission reduction technologies, new processes, new equipment and new products in the industry.
