In order to form the development idea of combining the traditional farmers' markets with the clean vegetable markets, and establish a regional radiation market network and a sound circulation system of agricultural and sideline products with the development direction of clean vegetable markets, Chenzhou Municipal Planning Bureau announced the approval of Chenzhou Municipal People's Government for the "Special Planning for Market Layout in Chenzhou Central Urban Area (2010—2030) (revised in 2016)" on May 28, 2018, which listed the planning of existing farmers markets and clean vegetable markets, and the layout of the short-term and forward farmers markets and clean vegetable markets in Chenzhou.

The layout of clean vegetable markets is based on the residential land, commercial service facility, population density, population scale and so on as defined in the Plan.

There are 34 existing farms markets in central urban area, 25 farmers markets to be reserved (some of them for upgrading), 3 farmers markets to be canceled, and 6 temporary farmers markets to be demolished or rebuilt on an existing basis, and a total of 31 farmers markets are planned, including 16 residential level markets and 15 community level farms markets. In addition, 100 clean vegetable markets are planned, including 52 residential level, 48 community level, 46 new in the near future and 54 new clean vegetable markets in the future according to the service radius and population distribution density.
