In order to develop the features and highlights of "three rural issues" in our city, promote the beautiful villages construction and modern agriculture development, fully display the results of Chenzhou tourism destination construction, accelerate the development and utilization of agricultural products and tourism resources, boost Chenzhou's economic development and enhance Chenzhou's popularity and reputation, the municipal Party committee and government agreed to carry out the selection activities of my favorite "Top 10 beautiful towns", "Top 10 beautiful villages", "Top 10 famous brands of agricultural products", "Top 10 marked agricultural leading enterprises", "Top 10 demonstrative leisure farms" and "Top 10 tourist destinations" in Chenzhou. To ensure the orderly operation of the activities, the relevant matters are hereby announced as follows:

First, the organizers

Second, the selection content

(1) The beautiful towns, beautiful villages, famous brands of agricultural products, marked agricultural leading enterprises and demonstrative leisure farms with best construction effect, best development and highest mass evaluation within the administrative divisions of the Chenzhou.

(2) All grades of tourist attractions (spots), rural tourism areas (points), and industrial and agricultural tourism demonstration sites in Chenzhou.

Third, the selection standards

(1) The basic standard for selection of beautiful towns: 1. Have prosperous economic and obvious leading industries. 2. Have standardized management, clean and beautiful environment and perfect facilities. 3. Have more than 3 contiguous beautiful villages. 4. Have been awarded the beautiful town or civilized town above the city level. 5. No major criminal cases, major safety accidents, abnormal petition events and above 92% of fertility rate to policy for the current year.

(2) The basic standard for selection of beautiful villages: 1. Have obvious leading industry with annual income of more than 10 thousand of the villagers. 2. Have standardized management, clean and beautiful environment and perfect facilities. 3. Have been awarded the beautiful village or civilized village above the city level. 4. No major criminal cases, major safety accidents, abnormal petition events and above 95% of fertility rate to policy for the current year.

(3) The basic standards for selection of agricultural product brands: 1. Must be the regional brands registered and owed by county-level competent departments, townships and associations or corporate brands owed by the leading agricultural enterprises. 2. Have been awarded the brand products above the provincial level, famous trademarks, and well-known trademarks or have the national geographical indication certification. 3. Have established a relatively complete industrial chain with a certain industrial scale. 4. Have higher mass recognition, no negative problems on quality and safety.

(4) The basic standard for selection of the marked agricultural leading enterprises: 1. Be the large-scale enterprises and have been awarded the leading enterprise of agricultural industrialization above the city level, the total assets, production scale, marketing revenue and market share in the leading position. 2. Have strong ability in scientific and technological innovation, and access to the national, provincial or municipal technology and standard certification with high visibility and famous brand products. 3. Have radiation-driven ability to promote local economic development. 4. Have good reputation and operate and pay taxes according to the law with good comprehensive credit and social image. 5. Have standardized enterprise management, and no product quality, safety accidents, violation of law and discipline and other issues in the past two years.

(5) The basic standard for selection of demonstrative leisure farms: 1. Have reasonable planning layout, scientific combination of production factors and coordinated agricultural tourism integration. 2. Have high industry convergence, planting area of not less than 1000 mu, annual output value of aquaculture above 8 million yuan 3. Have perfect infrastructure, good condition in water, roads, communications, fire, security, accommodation, tours, entertainment and other facilities and equipment, and harmless treatment of sewage and garbage. 4. Have standardized management and operate according to the law with good social image. 5. Have strong personnel quality and good corporate culture.

(6) The basic standard for selection of tourist destinations: 1. Have orderly and standardized management and good tourism services. 2. Have relatively high awareness of tourists and the masses. 3. No major security incidents and no major tourist complaints in the past three years.

Fourth, the activities time

Fifth, the selection procedure

(1) Activities start

In July 25, the press conference will be held to start the selection.

(2) Application

From July 25 to August 25, each county and city sets up a corresponding leading selection group and an selecting leading group office in accordance with the work requirements of the program, widely launches within the jurisdiction and organizes auditions to select 2 of my favorite "Top 10 beautiful towns, Top 10 beautiful villages, Top 10 famous brands of agricultural products, Top 10 marked agricultural leading enterprises, Top 10 demonstrative leisure farms and Top 10 tourist destinations" in Chenzhou in the way of voluntary registration, online voting and expert review.

(3) Recommended list

The counties and cities respectively recommend 2 of my favorite "Top 10 beautiful towns, Top 10 beautiful villages, Top 10 famous brands of agricultural products, Top 10 marked agricultural leading enterprises, Top 10 demonstrative leisure farms and Top 10 tourist destinations" in Chenzhou to the Municipal Agriculture Committee and Municipal Tourism Foreign Affairs and Overseas Chinese Affairs Bureau in written form before August 30.

(4) Candidate list announced

On September 5, the candidate list will be announced in the "Chenzhou release", "Chenzhou News", "Today Chenzhou", "Radio and television Chenzhou" clients and the municipal major medias.

(5) Collect public judges

On September 8, the public judges will be collected to the public. Collection method: self recommendation and examination and approval by organizing committee. Please download the "public judge report form" from the Chenzhou news activity web page and send to the selection leading group office mailbox ([email protected]) or directly register in the selection leading group office after filling the form. The registration deadline is September 13. In September 15, the organizing committee will confirm the public judges list according to the registration.

(6) Online voting

From mid-September to early October, the selection leading group office will organize the online voting based on the initial shortlist. The voting time is 20 days and the voting platforms are "Chenzhou release" WeChat public account and "Radio and television Chenzhou" client.

(7) The public judges vote

In mid-October, the public judges list will be announced to form the public judge group after the secret ballot on the candidate list by the selection leading group.

(8) Expert judges vote

In late October, the experts, scholars, media workers and the relevant leaders who are familiar with the "three rural" and tourism development with a certain authority will be invited to form the expert judges group; the expert judges group will respectively vote on my favorite "Top 10 beautiful towns, Top 10 beautiful villages, Top 10 famous brands of agricultural products, Top 10 marked agricultural leading enterprises, Top 10 demonstrative leisure farms and Top 10 tourist destinations" in Chenzhou.

(9) To carry out comprehensive assessment

By the end of October, the candidate list will be selected according to the 30% of the online voting, 30% of the public assessment and 40% of the expert assessment, and then hold the selection leading group meeting to determine the final list.

(10) Release selection results

At the end of October, my favorite "Top Ten tourist destination" award will be presented in 2017 Hunan Chenzhou Red Tourism Culture Festival (and make a supplement in accordance with the relevant policies and regulations); my favorite "Top 10 beautiful towns, Top 10 beautiful villages, Top 10 famous brands of agricultural products, Top 10 marked agricultural leading enterprises, and Top 10 demonstrative leisure farms" awards will be presented in the 3rd Hunan (Chenzhou) Special Agricultural Products Expo (and make a supplement in accordance with the relevant policies and regulations) in December.
