It was learned from 30th session of 4th Chenzhou Municipal People’s Congress Standing Committee that the report of 2015 Chenzhou city’s environment condition and fulfillment of environment protection targets which was delivered by Chenzhou Government was reviewed there for the first time. It was an important measure for Chenzhou city’s implementation of the newly revised “Environment Protection Law”.

The newly revised “Environment Protection Law” which was taken effect on January 1, 2015 was called as “the strictest one” in the history. In order to well implement the law, Chenzhou Municipal People’s Congress Standing Committee issued “interim measure for Chenzhou Municipal People’s Congress Standing Committee’s review on Chenzhou Government’s environment protection work” firstly in Hunan province, on which the scope, content, and procedure for the review were specified clearly.

According to the report, the targets set for 2015 environment protection were fulfilled well, which ensure Chenzhou city’s environment condition to be improved well. Concerned for the ambient air quality, 306 days of the whole year were with good quality, 114 of which were excellent and 192 were good, while 59 days were polluted. The good rate was 83.8%, ranking 3rd place of Hunan province.

Concerned for the water environment quality, according to the results of 45 monitoring sections set on Leishui, Chonglingjiang, Wushui, and other rivers, 51.5% of which were class II, 40% were class III, 6.7% were class IV, and 2.2% were class V. 41 of them were qualified as water area function divisions, accounting for 91.1%. Concerned for the fulfilment of environment protection, 338 of the 384 projects confirmed in 2015 were finished, accounting for 88%; all air pollution control projects were finished; and the targets set for pollution emission reduction on “12th five-year plan” were completed.

It was stated on the report that though great achievements were gained on the environment protection, some problems still hindered on the way, such as ambient quality still lag behind the requirements of some establishment standards, the water quality of some monitoring sections kept poor, and etc.

The report was carefully reviewed on the session. Chenzhou Government was suggested to enhance the propaganda of the law and keep publicity of relative information; strengthen the treatment of environment pollution; establish joint working format for environment protection; and upgrade the capacity on environment protection.

It was introduced by Zhu Fushan- Director of Chenzhou Environment Protection that the bureau would follow the targets of establishment of national model city of environment protection and Hunan provincial model city of ambient air quality to carry out “10 projects” as air pollution control, industrial waste pollution control, and etc., which was purposely to upgrade the environment quality and improve Chenzhou city to be first model city of ambient air quality.
