Chenzhou’s new rail-sea intermodal transportation mode wins provincial recognition

The sea-rail intermodal transport under through bill of lading launched by Chenzhou Land Port was selected as one of the third batch of institutional innovation achievements of China (Hunan) Pilot Free Trade Zone. 

 

In August 2024, it’s the first time that Chenzhou Land Port has launched a new model of Nigeria-Chenzhou sea-rail intermodal transport service through bill of lading. Through cooperation of the railway, port and shipping company, enterprises only need to provide a multimodal transport document with property rights certificate to complete all procedures for imported products at Chenzhou Land Port.
 
Compared with traditional transportation modes, this mode helps shorten logistics transportation time, reduce comprehensive logistics costs and ensure the safety of goods. 
 
“Previously, it took at least three days to queue up for inspection in coastal ports. Now, inspection and clearance can be completed within 24 hours in the Chenzhou Land Port Customs Supervision Zone, helping enterprises reduce transportation costs by 15%. This efficient, low-cost and low damage one-stop service gives products a great advantage in foreign trade,” said a foreign trade enterprise head in Xiangnan International Logistics Park. 
 
Now, it has opened five quality routes with through bill of lading mode from Apapa Port and Onne Port in Nigeria, Mombasa Port in Kenya, and Dar es Salaam Port in Tanzania to Chenzhou.
 
At the beginning of 2025, the “full bill of lading” business of sea-rail intermodal transportation in Chenzhou Land Port has shown a rapid growth trend. Imported mineral products of various categories such as lead-zinc ore, antimony ore, fluorite ore, etc. are pouring in, and the import volume continues to rise. 
 
It is expected that the volume of goods transported through “full bill of lading” mode will exceed 10,000 tons throughout the year.
 
Next, the district will deeply integrate into the Belt and Road Initiative, develop container-rail and rail-water intermodal transportation, accelerate the promotion of intermodal transportation models. 
 
Efforts have been made to optimize the overall coordination mechanism, improve supporting services, and enhance channel functions. 
 
It has integrated the advantages of the dominant nonferrous metal industry to build a nonferrous metal distribution center, Hunan-Guangdong-Africa rail-sea intermodal routes, and a new integrated pattern of port, trade, industry and city that integrates overseas initial processing, overseas warehouse, international logistics, domestic deep processing, futures delivery and global trade.
