Recently, an investigation group led by Tan Zhongchi- Member of Party Group of Hunan CPPCC and President of Hunan Literary Federation visited Chenzhou city to special research on “social security situation for agricultural transfer people in urban area”. Symposium, on-site investigation, questionnaires, etc. were carried out by the team to learn more details of the real condition and collect more suggestions on improving this social security work.

There are about 0.93 million agricultural transfer people in Chenzhou city. More new urbanization construction and integrated development of urban & rural areas were improved in Chenzhou city to ensure the agricultural transfer people to attend the urban social security. Till now, 13200 rural workers have been covered in urban enterprise staff’s basic endowment insurance and most of others have been covered in new rural social security system. Meanwhile, 30000 peasant contract system workers were favored with unemployment insurance and 150,000 peasant workers were with work-related injury insurance. Furthermore, subsistence allowances and temporary relief system, and housing guarantee system were carried out well in Chenzhou city.

The investigation group highly affirmed the work handled by Chenzhou government on the social security. Tan emphasized that more attention should be placed on the base number of agricultural transfer people’s endowment insurance and one card mechanism of social security. Meanwhile, the propaganda work should be enhanced and service level of the department should be upgraded to meet the demand of agricultural transfer people’s happiness index.
