The 23rd director conference was held by the fourth session of Chenzhou Municipal People’s Congress Standing Committee on July 25, 2013. “Report on the operation condition for ‘Chenzhou Municipal People’s Congress Standing Committee’s resolution of promotion for construction of law in Chenzhou city’(short for resolution)” was delivered and discussed on the conference. Followed with the requirements listed in the resolution from last April, Chenzhou city carried out a sound work on the promotion of construction of law.

Chenzhou city was the first city in Hunan province which launched the construction of law in December, 2009. Chenzhou Municipal People’s Congress Standing Committee fully played their roles to confirm the big issues concerned about the reform and development of Chenzhou city on the basis of law and to implement the supervision law.

In order to make full understanding of the implementation of the resolution and promote its implementation, Chenzhou Municipal People’s Congress Standing Committee carried out an investigation action from this April to May. By listening to the working report and visiting some counties on-site, Chenzhou Municipal People’s Congress Standing Committee got a rough idea of current law construction condition of Chenzhou city. It was learned that more specified responsibility mechanism and assessment systems were figured out in different level governments. Furthermore, some law enforcement activities were carried out in Chenzhou city to upgrade the judicial credibility and public satisfaction rate. According to the result of public satisfaction rate assessment of Hunan province, Chenzhou city ranked the first place on the integrate image of judges, procurators, police officers, judicial and administrative police officers, etc..

In order strengthen the powers of supervision and regulate the practice of power, Chenzhou Municipal People’s Congress Standing Committee granted the supervision right to auditing and supervision departments under the laws to take supervision on important areas, great issues and key positions. Furthermore, a more popularized propaganda work was handled out in Chenzhou city to upgrade the legal awareness of the whole city.
