In order to implement the protection of migratory birds and other wildlife of Hunan province, a one-hundred-day special protection action was carried out in Chenzhou city. It would be last from August 20 to November 30, 2013.

Prevention and control actions would be handled out in some key channels and stops of migratory birds, birds breeding habitats, farmers markets, flower markets, hotels, processing units, vital communication lines, etc.. All the illegal actions against the protection of migratory birds would be fought strongly. On the other hand, enhanced protection propaganda work should be carried out to ensure the efficiency of protection.

It was required by the action leadership office that all relative departments should figure out the protection measures to implement the protection work and establish the protection system accordingly. Especially for some key counties (e.g. Guidong county) governments, the protection liability forms should be signed by some villages and towns with specified responsibility details and price & punishment measures. The special staffs for bird protection should be hired to carry out the protection work and make sure the protection network could be well-handled in the primary step. Furthermore, 24-hour on duty measure should be implemented by the protection station. Different forms and methods could be applied on the basis of practical condition to protect birds. At the meantime, zone defense mechanism should be perfected to enhance the protection cooperation among provinces and counties.

It was introduced that enhanced guard and enforcement would be carried out during the special action period. All the problems found during the on-duty time should be solved on time. Furthermore, a comprehensive clean-up and rectification activity would be handled out in some key channels and stops of migratory birds, birds breeding habitats, farmers markets, flower markets, hotels, processing units, vital communication lines, etc. by some relative departments. All the illegal actions would be stricken forcefully.

At the meantime, extensive propaganda work would be carried out to actively mobilize the masses to participate in the supervision work. Propaganda work on the significance of birds’ protection, regulations and typical advanced models and the exposure on the violation of regulations and punishment would be handled out at the same time to impressed the masses with the awareness of birds protection. Some other ways as complaint mail box and hot lines were set for fighting against the illegal behaviors.
