According to the data, total fiscal revenue of Chenzhou city was kept increasing in recent years from 10 billion yuan to 18.2 billion yuan.

How to use these fiscal resources?

Followed with the principal to support the well-being, security operation, major decision of the municipal government, and economical development, the fiscal department paid closer attention on the promotion of well-being projects. It was reported that in current three years, 44.5 billion yuan has been placed on the well-being projects, covering 70.7% of the total fiscal revenue of Chenzhou city.

Supporting the employment to improve social harmony

Employment is the first concern of well-being

Lili, who was used to be without job, was issued with a small-sum guaranteed loan of 80,000 yuan in 2012 and successfully opened a fruit wholesale shop.

As Lili, about 32,000 people in Chenzhou city were benefited from this special fund for entrepreneurship and development in recent years. 240 million yuan support funds have been placed on the entrepreneurship and 110 million yuan subsidies have been implemented accordingly from 2009.

At the meantime, the financial department of Chenzhou city kept promoting the small and medium-sized enterprises’ development to provide more job vacancies to people. 

According to the record, 6.35 billon yuan was used as industrial introducing funds and helped to introduce and establish 291 enterprises in Chenzhou city, providing 90,000 job vacancies. Furthermore, expanded small-sum guaranteed loan was carried out in Chenzhou city, more than 80 million yuan loan was issued by the Chenzhou municipal finance, which was helped to establish 70,000 business entities, assisting 76,000 people start their own businesses and providing 290,000 job vacancies accordingly.

In addition, 15 million yuan special funds were issued to municipal industrial parks as employment subsidies. 225 job fairs were held in 2011 which helped 91,000 people found their new jobs. Entrepreneurship trainings were held in universities, which helped to collect and recommend 136 entrepreneurship projects to the college students and assist 3028 graduates establish their businesses. In 2012, Chenzhou city won the title of “national entrepreneurial city”.

Enhancing the social security system to achieve the overall coverage of it in urban and rural areas

It was learned from one staff of Chenzhou High-tech Industrial Park that his“five-insurance” has been bought under relative policies, so he felt very safe to work there. It was introduced that more than 40 enterprises in this park were involved into the insurance system.

In recent years, rural subsistence allowances system and social endowment insurance system for migrant workers, industrial injury insurance, basic medical insurance for urban residents , the basic old-age insurance for urban residents , the new rural endowment insurance, endowment insurance of migrant workers , landless farmers insured pension insurance and other types of group insurances were launched in Chenzhou, all of which were established ahead of other cities of Hunan province. With all these efforts, Chenzhou city has basically achieved full coverage of social security system in urban and rural areas.

At the meantime, Chenzhou municipal fiscal kept to upgrade the level of social security on the basis of the wide coverage. In 2013, more than ten items of the social security system were improved with higher support standards, such as central city minimum living standard, rural minimum security standard, basic pension for enterprise retirees, city's new rural cooperative medical subsidy, average cost of hospitalization for the new rural cooperative regions, etc..

Furthermore, a “100+10+5” project was widely practiced in Chenzhou city, which subsided 2.27 million people with 180 million yuan. Especially from 2013, Chenzhou city launched the pilot work of catastrophic medical insurance firstly in Hunan province. According to the policy, the highest compensation ratio is of 70% for the serious illness, and annual highest amount of reimbursement is amounted to 0.3 million yuan. 5424 serious illness patients have been benefited from this medical insurance with amount of 19.76 million yuan from the beginning of this July.

Meanwhile, various channels were used to collect the funds for the construction of system of elderly care service. From 2012, 130 million yuan has been invested on the construction of rural nursing home, county welfare house, community service center for elderly care, etc., covering 45,000 elderly people in urban and rural areas of Chenzhou city. In 2013, 2.1 million yuan was issued to the elderly people who were over 80-year-old and without fixed income. 140 million yuan has been collected by Chenzhou municipal fiscal to grand the poverty stricken people with subsidies. 350 million yuan has been used to issue the basic old age security pension to the elderly people who were 60-year-old and joined in the urban and rural residents endowment insurance system.

Improving social undertakings to upgrade the living condition of the masses

It was reported that 859 low-income families granted with the low-rent houses on September 27, 2013 in 2013 annual municipal-level low-rent housing matching meeting. From 2010, 16.32 billion yuan has been invested on Chenzhou education issues, Some construction projects, education-aid policies, nutrition improvement plans, and so on were handled out well in Chenzhou city, which greatly helped to upgrade Chenzhou city’s education level.
Furthermore, various favorable agricultural policies were efficiently implemented in the rural areas of Chenzhou city. In recent three years, 930 million yuan subsides have been issued to the relative people and 540 million yuan investments have been placed on the some water conservancy projects. 110 million yuan has been placed on the support of rural land transfer, scaled pig farms construction, modern agricultural demonstration parks construction, and etc. 410 million yuan funds have been collected for 5200 projects. 380 million yuan has been issued on the construction of rural safe drinking water projects to enable 779,000 people to be facilitated with safe drinking water.
