Documentary for optimization of economical development condition handled out in Yongxing county

It was learned that Yongxing county innovatively carried out a “three-dimensional monitoring” mode to fully optimize its economical development condition from the beginning of 2013. It focused on three points as discipline, efficiency and effectiveness to upgrade honesty of office workers and improve the administration approval efficiency with sound effects.

“Five dismissed points ” was handled out to keep the good working style

In order to enhance the awareness of responsibility and service of the departments and upgrade the working efficiency, Yongxing county issued the “five dismissed points ”. According to the points, the office workers who check and approve the project with exceeded time, illegally provide paid service, ask for money, make unwarranted inspections and punishments, and ineffectively maintain the economical development condition would be dismissed from the office.

It was reported that some of the office workers have been punished with the relative policies of the “five dismissed points” in this year. Some public and secrete investigations were handled out in Yongxing county to check the working behaviors of the office workers in this year to ensure the policies to be implemented well.

It was introduced by Zhao Shuiping- General Manager of Zhongxinshang Concrete Co., Ltd. that thanks to the coordination of Yongxing Optimization Office to demand village officers to solve the problems of the company, it reached 0.5 million yuan profit in this October and got rid of the loss condition.

Cascade accountability system was carried out in Yongxing county to upgrade the working efficiency

In order to optimize the approval procedure and accelerate the approve speed, a joint approval system was launched in last December. This system was fully implemented in this March, which forcefully support Yongxing county economy development.

Most of the projects for the joint approval system were industry and agriculture productive and municipal infrastructure construction projects. As listed by the system, the comprehensive window of Yongxing administrative service center accepted the submission of the projects firstly and then issue to relative departments to handle the joint approval procedures accordingly. Because the joint approvals were handled out in parallel, the approval speed was greatly accelerated.

It was learned from the principal of food street project that followed with the optimized approval procedure, water and electricity supply problem of the project was settled within 2 days, which would be at least one week on earlier condition.

At the meantime, a green channel was opened for the approval issues concerned for industrial park projects to carry out the projects approval work actively.

Results-oriented review was conducted to check the departments’ work and improve the office workers working style

In order to deeply carry out the working style rectification, a democratic appraise activity was handled out in Yongxing county to check the departments’ work. The results of appraise would be ranked finally. The principal of the department which was ranked the last place would be dismissed or transferred from this department accordingly.

On August 7, 2013, a comprehensive investigation for 38 public service departments was carried out by Yongxing county. The first satisfaction appraise was handled out on this September 12, and the second one would be handled in this December.

By implementing this appraise activity, the public service departments took actively actions to communicate with the enterprises to solve the problems hindered on their way of further development with good effects.

With all the efforts of Yongxing county government and people to carrying out this “three-dimension monitoring” mode, great achievements were reached in Yongxing county to promote the county economy development. 213 key projects amounted with 72.8 billion yuan total investment and 10.9 billion yuan annual planned investment have been arranged by the county.Yongxing county’s GDP hit 17.71 billion yuan in the first nine months, up 11.3%. 9.67 billion yuan investment has been fulfilled in the first ten month, covering 88.7% of annual plan. The general financial revenue was reached to 1.747 billion yuan, up 21.4%.
