Recently, Yi Pengfei- Secretary of Chenzhou Municipal Party Committee met Song Jianmin who is the Secretary of Party Group and Director of Hunan Provincial Non-ferrous Metals Management Bureau and Huang Qingui who is the President of Supervisory Board of 23 Metallurgical Construction Group of China Minmetals.

23 Metallurgical Construction Group of China Minmetals is a state-owned enterprise mainly on the businesses of construction, mine, real estate, and infrastructure. Its businesses are expanded to 29 provinces, cities, and autonomous regions of China and over 10 foreign countries. A large number of key projects of China and other countries were undertaken by the company, more than 300 of which were awarded with Lu Ban Award and the state, department, and provincial rewards. 

Huang Qingui presented brief introduction of its PPP projects. He also expressed his hope to establish long-term strategic cooperation with Chenzhou City and discussed tangible details of some projects to promote the win-win cooperation between two parties.

Song Jianmin stated that Chenzhou City is the county of non-ferrous metals and it keeps placing important role on the non-ferrous metals industry of Hunan Province even China. Song confirmed that Hunan Provincial Non-ferrous Metals Management Bureau would keep supporting the industry. The bureau is working on the negotiation with some foreign high-tech enterprises to introduce more technologies, capitals, and projects. Song hoped the cooperation with Chenzhou City can improve the industrial transformation and upgrading of its non-ferrous metals industry.

Yi Pengfei sincerely appreciated Hunan Provincial Non-ferrous Metals Management Bureau’s guidance and supports on the development of Chenzhou City’s non-ferrous metals industry. He stated that non-ferrous metals industry is one of the pillar industries of Chenzhou City during “13th five-year plan”, so he hoped closer cooperation can reach between two parties, and more investments can be placed there to optimize the structure, extend the industrial chain, upgrade the power and influence of Chenzhou City’s non-ferrous metals industry, transfer its resource advantages to development advantages, and then promote the transformation development of the industry. Yi required that the relative subordinate departments should work together to select the good projects and carry out preliminary work on the basis of improvement of “New Chenzhou” and development of five pillar industries.

Some principals from Hunan Provincial Non-ferrous Metals Management Bureau and its subordinate enterprises, and Li Ping- First Deputy Mayor of Chenzhou City attended the activities.
