It was learned from Chenzhou Technology Bureau that “Chenzhou Government’s comments on improving technological innovation” was released by Chenzhou City recently. 12 new policies concerned for subsidies of innovation vouchers, lands for business incubator, financial subsidies, conversion gains of technological achievements, talents, and etc. were listed on the file, which highly indicated Chenzhou City’s innovative spirit on trying first in Hunan Province.

Many suggestions and comments were collected from relative departments, universities, and research institutes on the process of figuring out the final draft of “the comments”. All 12 comments listed there were pointed out to solve the narrow-neck problems. “Three-integration” policies for the financing of technological industry were stated there for solving the financing problems faced by technological enterprises; research reserve system was figured out for encouraging the enterprises’ positivity on placing more investments on innovation; suggestions on implementing innovation vouchers and long-term buying service system was stated for the reform of scientific investment mode by finance; policy measures for encouraging business incubator was listed for improving the conversion rate of technological achievements, and etc.

“The comments” would be helpful to clear the obstacles hindered on the way of implementing innovation development of Chenzhou City. More detailed supporting policies will be issued sooner.
