Followed the spirit of the State’s “Medium and long term planning for the development of logistics industry”, Hunan Government Office’s “Comments on further improvement of logistics industry”, and some other relative files, and the practical condition of Chenzhou City, the government issued “Chenzhou City’s development planning for modern logistics industry in ‘13th five-year plan’ period”. Five key tasks as forming the development pattern of logistics industry- “one core, two axes, two poles, and multiple points”, upgrading the level of logistics, promoting the infrastructures construction, enhancing the innovation of logistics industry, and improving the improvement of entities and establishment of national innovative modern logistics pilot were specified on the plan, as well as some key projects as smart logistics, innovation of manufacturing and non-ferrous metals industry, urban and rural logistics, innovation of ecommerce logistics, multiple joint delivery, agricultural projects and cold chain logistics, and etc.

In the meantime, supporting policies and measures for the industry, improvement of the order of logistics industry, construction of talents, upgrading of the functions of associations, and etc. were specified on the plan. It was aimed to establish the “five-in-one” logistics service system till the end of 2020.
