It was reported that 2nd session of Chenzhou Urban & Rural Planning Commission was held in Chenzhou City recently. Revision of the general planning of urban area, rail transit line planning, parking issue, and some other work were discussed on the conference. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee emphasized that all relative departments should well implement the spirit of “five-overall” and follow requirements of fine work to figure out the planning and improve the development of new urbanization of Chenzhou City accordingly. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

The attendees studied the daft of “General Planning of Chenzhou City (2009-2030) 2016 revised version”. This new draft focused on “improving function, upgrading quality” and highlighted the point of “ecological city, city in the forest”, which is purposely to optimize the layout of urban area, improve transportation network, improve public service and infrastructure, upgrade the capacity of risk control, enhance the protection of urban ecology, and shape the special features of Chenzhou City.

The attendees studied the draft of “Chenzhou City’s planning on rail transit line”. According to the draft, more attention would be placed on the direct east-west connection among Chenzhou urban core area, Zixing City, Yongxing County, and Guiyang County (it planned to build Chenzhou-Zixing-Yongxing line and Chenzhou-Guiyang line), and the direct south-north connection between Chenzhou urban core area and Yizhang County. It is purposely to form “cross” shape frame network.

The attendees studied the draft of “Special research on solving the parking problem faced by old urban area” as well. In following three years, Chenzhou City would build 45 parking lots, contributing 16,830 parking spaces in the area.

Yi Pengfei stated that urban planning is the head and soul for the development of urban construction. The administrators and staffs working on the planning should well study and implement the spirits presented by General Secretary Xi Jinping on central urban work conference. General Secretary Xi Jinping stated the rules of urban development, practical condition of urban development, some problems hindered on the way of urban development, and key points for the improvement of urban construction. He required that “five-overall” should be followed to figure out scientific planning.

Yi stated that the urban cluster planning should be improved based on Chenzhou City’s practical condition. Urbanization can’t be improved only by the expansion of urban central area, but should be based on the coordination and combination of urban and rural areas, establishment of new urban system, and improvement of core increasing pole.

Some municipal leaders as Shou Jianzhong, Liu Zhiwei, Ouyang Feng, Li Ping, Xie Yuan’an, and Cao Jianping attended the conference.
