It was introduced by Yuan Wuqiang who is the Director of Tax Reform Office of Chenzhou Fiscal Bureau that Chenzhou City followed the arrangement of Hunan Fiscal Bureau to handle the construction of demonstrations of beautiful rural area from 2013. Great achievements gained on improving the public projects and living condition of rural areas. 23 beautiful villages have been established in Chenzhou City in last 4 years.

In order to improve the development of beautiful rural area, all the fiscal departments of Chenzhou City well implemented the special capitals, enhance the integration of capitals concerned for agricultural industry, paid great attention on guiding social capitals, and form multiple capital collection mechanisms. It also enhanced the monitoring work on the utilization of capitals by handling the checking and monitoring actions irregularly.

According to the statistics, 51.11million yuan financial capitals were collected by Chenzhou City in last 4 years, which helped to drive 117million yuan social capitals. 126 beautiful village projects were handled out by the city, which benefit 34,000people.
