In the evening of January 7, the First Session of the Fifth Chenzhou Municipal Committee of CPPCC, the Proposal Review Committee held the meeting, reviewed the proposals submitted by the committee members during the meeting and discussed the status reports on the preliminary examination of the proposal. The Presidium Routine President of the First Session of the Fifth Chenzhou Municipal Committee of CPPCC, Pan Zhikun presided the meeting. All the members of the Proposal Review Committee presented at the meeting.

During the First Session of the Fifth Chenzhou Municipal Committee of CPPCC, many members actively participated in the politics and discussion through the use of proposals and put forward a number of insights, valuable comments and suggestions on the city's overall situation and the people's hot and difficult issues of concern. As of 5:00 pm on January 7, a total of 341 proposals were received, and 308 cases were registered for preliminary examination by the General Proposal Group, of which 35 were collective proposals and 273 were the proposals of committee members and joint committee members. The rate of registering was 90%. 33 cases were not registered, of which 7 cases removed, 23 of transfer letters and 3 of transfer social feelings.

According to the relevant provisions of the "Detailed Rules for the Proposal Work of the Chenzhou Municipal Committee of CPPCC", the proposal committee will conduct the preliminary review to the received proposals. The classification of the review is that 16 of the proposals for political construction, accounting for 5.1%; 114 of economic construction, accounting for 37%; 40 of cultural construction, accounting for 13%; 120 of social construction, 39% ; 18 of ecological construction, accounting for 5.9%.

The proposals of the meeting were rich in content, focused and involved in wide range of topics. The number of proposals, related to the economic construction, improvement of people's livelihood and the creation of a national civilized city, has increased significantly. The proposed topics from the members are accurate and thorough, and the quality is obviously improved. During the meeting, Party Secretary Yi Pengfei and Deputy Secretary of Chenzhou Municipal Party Committee and Acting Mayor Liu Zhiren made important instructions on the 19 conference materials. After arranged by the proposal group, the assembly speech materials instructed by the city leaders have become to important proposals.
