From March 30 to 31, the provincial CPPCC Vice Chairman Hu Xusheng led the provincial CPPCC key investigation and supervision team to Chenzhou and conducted special investigations and seminars on the "implement the strategy of opening up, build strong province of opening up". Provincial CPPCC Standing Committee and Deputy Director of Subcommittee for Handling Proposals Luo Wei and Municipal CPPCC Chairman Li Ping participated in activities.

In recent years, Chenzhou has conscientiously implemented the strategy of "innovation lead, open and rise" proposed in 11th Provincial Party Congress, adhered to industry-led, all-round development, and accelerated the construction of "open Chenzhou" and the steady open economy. In 2016, the city's actual use of foreign capital was 1.52 billion US dollars, and domestic investment in place was 46.85 billion yuan, respectively increase of 12.23% and 14.78%. The actual foreign investment and total domestic investment ranked second in the province.

At the meeting, the participated person in charge of relevant departments and enterprise representatives advised and suggested on the development of open economy, and hoped to increase the support to Hunan undertake industrial transfer demonstration zone and declare and build the open platform in Chenzhou. The investigation team said that the relevant issues and suggestions proposed by the participants will be carefully summarized and formed an investigation report to the provincial government.

Hu Xusheng said that, Chenzhou Municipal Party Committee and Government have good ideas, some experience and practice on the open economy development to introduce to other cities and states. He pointed out that Chenzhou should further complete the top design and stand on the national level for opening on the basis of the existing economy; should further improve the leading industry and scientific planning countermeasures, focus on industry and grasp open; should be based on long-term, take the initiative to find the international market resources, and deepen the strategy of the "bring in and going out"; should focus on opening, grasp the environment, and further optimize the administrative environment and traffic environment; should be based on opening, grasp the assessment, and further improve the assessment mechanism of relevant departments. He stressed that the CPPCC should continue to play a role and loyally perform duties around the strategy of "opening up" to contribute their own strength to build the Hunan's opening up.

Before the meeting, the investigation team visited the Zixing Dongjiang Lake Big Data Industry Park, Xiangnan International Logistics Park, High-tech Industrial Development Zone and other places, and deeply understood the investment results of NPP Energy, Delta Electronics and other enterprises.
