From May 25 to 26, Deputy Director of Budget Committee of NPC Standing Committee Liu Xiuwen led the research group to investigate the legislation on tobacco tax and cultivated land occupation tax.

Our city is currently the largest tobacco producing areas in Hunan Province and the national important Luzhou-flavor high-quality tobacco production base. The total storage tobacco tax hit 1.499 billion yuan from 2012 to 2016 and the cumulative acquisition of tobacco was 4.9216 million loads in 5 years. From 2012 to 2016, the total occupancy tax on cultivated land in our city was 2.12 billion yuan and the warehousing was 88.19 million yuan in the first quarter of 2017, basically the same as last year.

The research group came to Baiyun Village Renyi Town Guiyang County, Chenzhou Tobacco Company Tobacco Curing Plant, Chenzhou Cigarette Factory and other places. They deeply exchanged with tobacco farmers, checked the infrastructure construction of tobacco-producing areas, understood in detail the flue-cured tobacco area, tobacco income, tobacco production, flue-cured tobacco acquisition, etc., and listened to our city's opinions and suggestions on tobacco tax legislation.

At the forum on the 26th, our city reported to the research group about the basic situation of the tobacco tax and cultivated land occupation tax, and put forward some legislative suggestions on the tax base, tax standard and scope of tax collection of two taxes according to the actual situation of our city.

Liu Xiuwen said that Chenzhou attached great importance to the research work, the units fully prepared and reported detailed material content, and the discussion at the forum was embedded and detailed, to contribute and provide help to the next legislative work of two taxes; he hoped Chenzhou will further attach importance to, actively participate in the opinion seeking work on the two tax laws, and contribute to the legislative work of our country.
