From June 22 to 24, the Provincial People's Congress Standing Committee and Law Committee Director Liang Zhaohong led the investigation group to carry on the investigation on local laws and regulations, the provincial solid waste pollution prevention, urban and rural garbage disposal, security for disabled persons and other work in Chenzhou.

For the province level solid waste pollution prevention legislation, the investigation team and his party field investigated the mineral waste treatment points, sewage treatment plants, environmental protection technology enterprises, coal gangue accumulation and garbage disposal stations, and learnt more about the pollution control situation in Linwu, Yongxing, Beihu and other places. Liang Zhaohong pointed out that we should attach great importance to the management of mineral waste and heavy metal pollution control work, strengthen planning, strictly enforce the law and improve environmental quality. Liang stressed that we should promote green development and try our best to digest the transferred non-ferrous metal solid waste, to promote the overall reduction of solid waste; should effectively prevent environmental risks and increase efforts to the innocent treatment for the solid waste; should broaden the solid waste treatment method and improve the level of comprehensive utilization of solid waste to provide more and better advice for the province level solid waste pollution prevention legislation.

For the revision of regulations for the disabled, the investigation team inspected in the production lines of Hecheng Shoes Co., Ltd. in Linwu Industrial Park and Yizhang Baijieli Packaging and Printing Co., Ltd. and fully affirmed the mode of the enterprises helping disabled employment. Liang Zhaohong stressed that it is necessary to earnestly refine the responsibilities, publicize the relevant policies, safeguard the rights and interests of the disabled, discuss the medical treatment, rehabilitation, employment and other policies of the disabled in depth, and achieve the scientific and democratic legislation to bring more and better rights guarantee for disabled people.

Party Secretary and Deputy Director of Municipal People's Congress Standing Committee Zhang Aiguo, and Deputy Party Secretary and Deputy Director of Municipal People's Congress Standing Committee Xie Yuanan participated in the investigation.
