Among them, the city's general public budget expenditure in the field of people's livelihood hit 31.88 billion yuan for the first time, an increase of 8.5% and accounting for 78.9% of the proportion of general public budget expenditure. The total expenditure and the proportion of people's livelihood both reached the new high, which effectively protected the implementation of the people's livelihood policy and make people have a sense of gain.

In recent years, Chenzhou actively promoted the budget management reform, further strengthened the coordination and allocation among government fund budget, state-owned capital operating budget and general public budget, strengthened the effective convergence between the social insurance fund budget and general public budget, and unified the financial allocation. The financial departments at all levels in whole city tried to promote the financial fund to form the physical workload and actual consumption as soon as possible by actively seeking support, revitalizing the stock funds, accelerating the progress in implementing the budget, strengthening the scheduling of treasury funds and other ways. In 2016, Chenzhou general public budget, government fund budget, state-owned capital operating budget, and social insurance fund budget stepped up 50 billion yuan, a total of 52.67 billion yuan.
