On the afternoon of September 1, Liu Zhiren, Deputy Secretary of Chenzhou Municipal Committee, Mayor and Director of Municipal Committee of Editorial Board, presided over the 4th session of Municipal Committee of Editorial Board in 2017 and required to intensify the reform and innovation and strive to crack the development problems to further optimize the allocation of establishment resources.

The meeting studied the establishment and adjustment of the urban construction investment management center. The meeting stressed to promote the separation of enterprise from administration by rationalizing the urban construction management system to achieve the "convertible bond, transformation, efficiency" of urban construction.

The meeting studied the re-approval of the public primary and secondary school teachers in the whole city. Through the adjustment to increase the establishment of the primary and secondary school teachers, the insufficient establishment and the unbalanced allocation of teachers in the counties will be basically solved.

The meeting also studied the building of the Cyberspace Administration of Municipal Commission and the Public Security Commission. Municipal Poverty Alleviation and Development Office strengthened the establishment of leadership and other institutions.
