Since last year, in order to solve the problem that it is difficult to play the role of Party members in rural areas, Guiyang County has divided into 4 categories of ideological and political, economic development, clean construction and public affairs, and set up the policy advocates, flowing party administrators, science and technology demonstrators, clean government officials, civil mediators and other 15 positions in the county and towns according to the needs of rural economic development and social stability. They have taken personal declaration, branch discussion, posts appointment and other ways in the village Party branch as a unit to put the party members in the most appropriate position and give full play to the exemplary role of each party member.

At the same time, the county issued the work licenses to the "unemployed party members", publicized the posts and duties required in the party and village affairs board, and hanged the post cards at the door of each member to open up the party membership. They also implemented the dynamic assessment method of "monthly report, registration for six months, and debriefing at the end of the year", established and improved the incentive and restraint mechanisms of posts and duties to make the posts and duties more standardized and scientific. Up to now, a total of 12,000 rural unemployed party members in the county have claimed the "posts", helped the masses solve practical problems more than 3600 pieces, and solved all kinds of contradictions and disputes over 1000 pieces.
